The present structure will be replaced with a reinjorced box culvert on the existing location. The proposed cons[ruction effort will utilize an ojf-site detour during construction activities thereby minimizing the efJecis to the surrounding land surfaces. The construction footprint is unlikely to extend beyond the existing ditch-lines. The archaeological Area of Potential Ejjects (APE) jor the project measures 400 jG in lengt{r (200ft. Jrom each bridge end point) by IODJG in width (SOJ� laterally from each side ojthe SR1348 center-line). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site file search conducted at the Office of State Archaeology on Tuesday, August 7, 2012 determined that no previously recorded archaeological sites are located within the bounds of, or directly adjacent to the defined APE. Historic structure locations reveal patterns of settlement and occupancy across a landscape. These important resources, and the archaeological deposits often af�liated with them, aid in disclosing muted histories and forgotten details of past lives. Examination of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website concluded that none of the above designated properties were located within or directly proximal to the APE. In general, this work established that no e�cisting iVRHP listed properties or prevailing unassessed archaeological sites will be impacted by the culvert installation endeavor. Topographic, historic, and USDA soil survey maps (JtE, EaA), aerial/project photographs, and historical/archaeological reference materials were inspected to assay environmental, cultural, and other factors that may have led to or resulted in past occupation within the project limits. This work also assisted in assessing the level of modern, agricultural, hydrological, and other erosive-type disturbances which may have previously destroyed or dismantled unknown acchaeological deposits or features within and surrounding the APE, Brief Exp[anation of why the available inforrrcntion provitles a reliab[e basis for reasonably predicting that there are no unidentifred historic properties in the APE: The majority of the project APE is underlain by Junaluska-Tsali complex 30% to 50% slopes. It is a well-drained but strongly sloping soil with bedrock at 10-20" below the surface. Typically, historic and prehistoric settlement is consolidated to flat or gently sloping land surfaces characterized by slopes of less than 8% and certainly no more than 15%. Ela silt loam, mapped in the northwestern quadrant, is an occasionally flooded soil with the underlying water table at 12" below the surface. Along with other ecological, cultural, and disturbance considerations, the APE is unlikely to harbor important archaeological deposits. Since the construction effort is diminurive in scope and currently proposed as an in-place replacement, the project is not anticipated to impact the areas beyond the existing and disturbed right-of-way. Therefore, significant cultural deposits eligible for listing on the NRHP will most likely NOT be affected. As currently proposed, no further work is recommended for this rural, state-funded bridge replacement.
