PROJECT SUMMARY: The applicant is proposing to perform maintenance excavation of an existing canal. North Galleon Bay Page Two 9. PROJECT DESCRIPTION: The project site is located between New River Inlet Road and Tradewinds Drive, adjacent to Stump Sound, in North Topsail Beach, Onslow County. To get to the site from Wilmington, take US Hwy 17 North to Old Folkstone Rd. Turn right onto Old Folkstone Rd. and travel to NC Hwy 210, this will be the first stoplight you come to. Turn right onto NC Hwy 210 and travel across the high rise bridge to North Topsail Beach. Take a left onto New River Inlet Rd., just past Town Hall. Travel approximately 3.6 miles to Marina Way. Take a left onto Marina way and the canal will be located on the right. The entire project site is approximately 9.5 acres. The current elevation of the property ranges from 0' above normal water level to approximately 6' above normal water level. The project site is adjacent to residential properties on the north, south and east sides and connects to the AIWW to the west. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. Coastal wetlands are present at the site. There is high marsh that consists of Salt Meadow Grass (Spartina Patens), and Salt Marsh Cordgrass (Spartina alterniora). There is a low marsh consisting of salt marsh cordgrass. The canal system starts at the AIWW and travels east approximately 750' and measuring approximately 70' in width then turns 90° to the south and continues approximately 480' and measuring approximately 60' in width and terminates at a "T" measuring approximately 50' x 190'. This canal system services 20 waterfront lots. The current water depth of this canal system ranges from -2'@ NLW to -6'@ NLW. CAMA Major permit # 119-97 was issued to the Galleon Bay HOA on September 5, 1997 to perform maintenance excavation of the canal to a final depth of -6'@ NLW after Hurricane Fran in 1996. The permit expired on December 31, 2000. The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated Northern Galleon Bay Canal as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to perform maintenance excavation of a previously dredged canal system. The applicant states that they will use mechanical dredging. The applicant is proposing to perform maintenance excavation of an access channel measuring approximately 40' in width by 533' in length to a final depth of -6' @ NLW and a canal that measures approximately 35' in width and 463' in length to a final depth of -6'@ NLW. However the plans show -7'@ NLW the applicant is aware that they may not dredge deeper than -6'@ NLW and have changed the application to state such. The applicant states that this is to open the channel for use of the property owners. The spoil material will be deposited on lots 23, 26, 29 and 33 located within the subdivision and will be contained by a silt fence. 10. ANTICIPATED IMPACTS The proposed excavation would result in the removal of approximately 3,464 cubic yards of spoil material. This would result in the disturbance of approximately 37,525 ft.2 of shallow bottom. The proposed disposal of the excavated material would result in disturbance of approximately 42,650 ft.' of highground. The dredging operation would likely result in a temporary increase in turbidity. Submitted by: J. W. Topsail Beach, NC 28460 Application Reviewer, This letter is a project narrative of the proposed dredging to maintain the canal off the intracostal waterway at North Topsail Beach, better known as North Galleon Bay. The canal system was constructed from March 1929 with more construction in 1968. A permit was issued on December 01, 1999 permit number 119-97 to maintain the canal system adj. Stump Sound and AIWW, SR 1568, North Topsail Beach. Benton Dewar and Associates, professional Land Survey has surveyed plans with cross - hatching indicating the areas to be maintained, the area to be used for spoil disposal and the estimated amount of material to be removed. The dredging will be by dragline on a barge. Care will be taken to ensure that no environmental damage will occur during the process. The project will be done in stages starting with the areas to keep the canals navigable. In 2000 the canal filled in by two hurricanes, if this should happen again, dredging, dragline operations would be necessary to maintain the canal. In this case we would work with local and state CAMA office for relocating the sand that would wash into the canal from a hurricane, as we have done in the past. Sincerely, Fred J.
