Scott Bublitz Page Two 9. PROJECT DESCRIPTION: The project site is located at 4532 24`h Street, adjacent to Stump Sound, in North Topsail Beach, Onslow County. To get to the site from Wilmington, take US Hwy 17 North to Old Folkstone Rd. Turn right onto Old Folkstone Rd. and travel to NC Hwy 210, this will be the first stoplight you come to. Turn right onto NC Hwy 210 and travel across the high rise bridge to North Topsail Beach. Continue on NC Hwy 210 to 24th Street. Take a right onto 24th strret and the lot is the last on the right. The lot is currently vacant. The property is approximately 8,000 ft2. The current elevation of the property is approximately 6' above normal water level. The project site is adjacent to residential property to the east, vacant property to the north and west, and the 24th Street to the south. The vegetation on the highground area includes: Live Oak (Quercus virginiana), Sweet Bay (Magnolia virginiana), and Red Cedar (Juniperus virginiana). The lot consists mostly §404 wetlands, roughly 75 - 80%. There is a small pocket of coastal wetlands present at the site locate in the western corner of the property and consists of Salt Meadow Grass (Spartina Patens), and Giant Cordgrass (Spartina Cynocoroides). The North Topsail Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as ORW by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated Stump Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing construct a single family dwelling on site. Consisting of the house, fill material, driveway and other associated utilities. 10. ANTICIPATED 11"PACTS The proposed construction of the house and associate utilities would result in the filling of approximately 1,742 ft? of §404 wetlands. The project is located on the north side of 24th avenue on North Topsail Beach in Onslow County. The property is approximately 0.18 acres of undeveloped land with paved road access to the front of the lot. The property is bounded to the northwest by Stump Sound, to the northeast and the south. by an undeveloped lotand to the west 'by 24th Avenue. . Stump Sound is currently designated by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Quality (DWQ) as Class SA: High Quality Waters (HQW). Due to the fact that the property is within the 575' area of concern (AEC) the CAMA Major permit application is required. Also, because the project lies within 'the-575' AEC zone, the US Army "Corp of Engineers'(USACOE), `404_ wetlands impacts permitting, is `being requested in conjunction with the CAMA Major application. The USACOE permit required will include 404 wetland impacts for a wetland fill area to accommodate the construction of the home and location for a minimal driveway. The wetlands delineation has been completed and approved by the USACOE, and the Jurisdictional Determination` is enclosed in the application package.
