Box 10 Stantonsburg, NC 27883 Subject: Variance Request Approval Sanitary Sewer Replacement (State Reserve Project Grant No. E-SRP-W-17-0036) Town of Stantonsburg WQCS00213 Dear Mr. Edmundson: The Division of Water Resources (Division) has reviewed the submitted variance request received on February 27, 2018 for the subject project. The Division will grant the variance request for the installation of gravity sewer below the minimum required slope and within the minimum vertical separations from storm drains and water mains, in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n): 1. Pursuant to the variance request received February 27, 2018 from Municipal Engineering Services Co., PA, on behalf of the Town of Stantonsburg, a variance is granted for the construction and operation of approximately 870 linear feet of 8-inch gravity sewer between Manholes MH#T-110, MH#T-109, MH#T-108, and MH#T-107 at a slope of 0.30%, as indicated on the provided plans, specifications, and supporting documents, and subject to the following requirements: a. The sections of gravity sewer as described above shall be designated as "high- priority sewer" in accordance with 15A NCAC 02T.0402. b. High-priority sewers shall be inspected by the permittee or its representative at least once every six-months in accordance with the permittee's individual system-wide collection system permit (WQCS00213). 2. Pursuant to the provided plans, at locations where the proposed replacement/rehabbed gravity sewer line crosses with an existing water main or an existing storm drain with less than 6-inches of vertical separation between the gravity sewer and the other pipe, both pipes shall be surrounded with flowable fill. Nothing Compares:.--, State of North Carolina I Environmental Quality I Water Resources 1617 Mail Service Center I Raleigh,North Carolina 27699-1617 919-807-6300 Town of Stantonsburg W QCS00213 Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions,the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. All other elements of this project shall be constructed in accordance with all applicable rules and statues including, 15A NCAC 2T;the Division of Water Resources' (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the Fast-Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable. Approval of the variance request does not constitute approval of the permit.
