Plantation Pipe Line—Greensboro Breakout Tank Farm

Dear Mr. Stanley:
On March 22, 2018, Jenny Graznak of this office met with you and Kelly Joyce to perform a Compliance
Evaluation Inspection on the stormwater discharge from the Plantation Pipe Line Greensboro Breakout
Tank Farm located at 6907-A West Market Street. The facility was found to be compliant with the NPDES
permit. The inspection findings are detailed below and an inspection checklist is attached.
1.Permit
The current permit became effective on January 1, 2017 and will expire on August 31, 2021. The facility
had a copy of the permit on file for review during the inspection.
2. Self-Monitoring Program
The monthly Discharge Monitoring Reports (DMRs)were reviewed for calendar year 2017. The facility
was compliant with the NPDES effluent limits for this period. Also, it was noted that all sampling was
performed per the frequencies specified in the permit.
3.Records/Reports
A review of the facility files showed that all records are maintained according to the permit. A comparison
of the January 2017 DMR with the corresponding certified laboratory data sheets from R&A Labs showed
that all results were properly transcribed onto the self-monitonng report. All records and data associated
with the permit appear to be well organized and maintained.
4.Flow Measurement
The periodic flow at Outfall 001 is estimated by measuring the water height through a small trapezoidal
flume.An ultrasonic flow meter is used to measure the discharge volume from Outfall 002(constant flow).
The calibration of the meter was checked by the operators on August 29, 2017 with a bucket test.
5.Facility Site Review
The Plantation Pipeline facility has the following stormwater control structures:
• Secondary containment berms surrounding the petroleum bulk-storage tanks drain to either catch
basin 001 or 002.
• Catch basin 001 typically does not discharge via Outfall 001, but is activated if needed during
significant rainfall events. Activation occurred in April,June,and September of 2017.Catch basin

001 has duplex pumps that routh the collected stormwater to the 300,000-gallon above ground
equalization pool and treatment building
• The treatment building contains two pumps and four granular activated carbon vessels(GAC)that
receive stormwater from the equalization pool.
• Flow from the GAC units is routed to the retention pond at Outfall 002 (constant flow)which has
a skimmer device and an ultrasonic flow sensor.
6.Effluent/Receiving Waters
Both outfalls discharge to a ditch that flows toward Burnt Poplar Road. The effluent eventually reaches a
tributary of East Fork Deep River, class WS-N* waters of the Cape Fear River Basin. The discharge at
Outfall 002 appeared clear durmg the inspection.
