The permittee had a copy of the permit for review during the inspection. 2 Self-Monitoring Program The Discharge Monitoring Reports(DMRs)were reviewed for the period of January through December of 2017. The facility was noncompliant with the permit limits in November 2017 due to a Fecal Coliform violation. This violation resulted in the issuance of a Notice of Violation and was addressed in separate correspondence from this office. This facility is currently field certified for the following parameters: DO, pH and Temperature. 3.Records/Reports Not all the facility reports and data were available for review during the inspection.Ms. Graznak reviewed lab data and chains of custody on your smartphone,and you later sent an email with information regarding the solids removal by Jenkins Waste Management.Mr.Nance has an operator log book that was available during the inspection.Prior to the next annual compliance inspection,our office will send a list of required records and reports that should be at the facility during the inspection. 4.Flow Measurement The permit requires continuous flow recording.The facility has an ultrasonic flow meter that was calibrated by the operators in July 2017. 5. Solids Handling and Disposal Wasted solids are routinely removed from the two aerobic digesters by Jenkins Waste Management. Operations and Maintenance The facility appeared to be competently operated and maintained. One of the two secondary clarifiers recently required maintenance and had to be drained.It is now fixed but has not been filled. The operators change the UV bulbs on an annual basis. Spare bulbs are available in the outbuilding. Some floating sludge was visible on the surface of one of the clarifiers. 7.Facility Site Review The 0.042 MGD dual train aboveground package plant has the following components: bar screen, aerated equalization basins, aeration tanks in parallel, clarifiers, tertiary filters, UV disinfection, reaeration with diffused air, and a flow meter The facility also has a tablet chlorinator, contact tank, and dechlorination unit for back up disinfection. 8.Effluent/Receiving Waters The system discharges to an unnamed tributary to Hickory Creek,classified WS-IV*in the Cape Fear River Basin.The effluent appeared clear with no visible solids during the inspection.
