Please let me know what, if anything, we need to do regarding the 401 permit for this project, in light of the fact that we have modified our PCN for the Corps - and reduced the impacts - based on Monte Matthews' request regarding 404 permitting. I spoke with Monte just now; he hopes to review the revised PCN this afternoon or next week. Thanks, Amy From: Amy Mackintosh [mailto:amy.m@lal-la.com] Sent: Thursday, April 09, 2009 8:49 AM To: 'Ian McMillan' Subject: DWQ Project #09-0194 Ian, Monte Matthews at the Corps has asked us to reduce the impact for the proposed stream crossing, because the land east of the creek has not been subdivided yet. The owner plans to subdivide it later, as part of the Fieldstone subdivision, but in the meantime needs the stream crossing for vehicular access to the eastern parcel for site management, security, etc. This access is proposed in the place where the future private road or shared driveway will be located. Attached are the revised PCN and maps that Monte is reviewing. Sheets 3 and 4 show the proposed drive in plan, profile and section. The stream and wetland impact has been reduced by narrowing the drive and shoulders (now a 16' drive with 2 ft shoulders), steepening the side slopes (2.5:1 slopes), and lowering the finish grade at the stream crossing (dropped about 2'- now about 10' above the stream bottom). The crossing height cannot easily be lowered beyond this and still provide reasonable slopes between the high ground on each side of the stream valley. The impacts are now 0.082 Ac of wetland and 98 LF of intermittent stream. Monte and I have spoke about the revised design preliminarily; he told me today that he hopes to review the revised application next week. Do you need to issue a revised approval letter for the reduced impacts, or can we use the current approval letter, with the reduced impacts as governed by the Corps of Engineers letter when it is issued?
