Monte,
Attached are revised drawings showing proposed changes to the driveway design to reduce wetland/stream impacts.
Please let me know if this design is acceptable for permitting and I will send you revised submittal, including PCN.
Sheets 3 and 4 show the proposed drive in profile, cross section and plan view.
The revised drive is 16' wide with 2 ft shoulders (vs. 20' wide with 6' shoulders as originally proposed). The driveway
elevation at the point it crosses the stream is about 2 ft lower. The side slopes are 2.5:1 for the wetland crossing.
The proposed pipe length is reduced from 96' to 68', with 10' length of riprap at the upstream end and 20' length of riprap
at the downstream end.
The total wetland impact will be 0.082 Acres (previously 0.097 Acres). The total stream impact will be 98' LF (compared
to 142 LF).
The purpose of the drive will be, as noted on the original PCN and drawings, to provide access to the parcel east of the
stream, which is otherwise unaccessible. The owner expects to develop this site for one or more lots in the future (a small
number of large lots), and meanwhile needs permanent vehicular access to the site for maintenance, forest management,
security, etc. He does not plan to request another stream crossing for the project.
Please let me know if these plans are acceptable to submit for 404 permitting. I have tried to limit the impact as much as
possible and still get reasonable access to the eastern parcel.
Thanks,
Amy

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The proposed stream crossing will be the only access route to the 20-acre on the east side of the
subdivision. This parcel is separated from the main portion of the site by an intermittent/perennial stream.
The proposed crossing is located near the upper end of the stream segment, where the stream is
intermittent. The parcel east of the site does not have access from other directions - the only existing
roadway east of the parcel is private and the owners of this drive have refused the request for an access
easement to this project.
The overall project has been designed to avoid most wetlands on site - only impact to date has been filling
of 0.06 Acres of isolated non-404 wetland.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Silt fence will be installed at limit of disturbance. Construction work will be done according to 404/401 permit
requirements.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for
impacts to Waters of the U.S. or Waters of the State? ? Yes X No

6. Buffer Mitigation (State Regulated Riparian Buffer Rules) - required by DWQ
6a. Will the project result in an impact within a protected riparian buffer that requires
buffer mitigation? ? Yes X No

amount of mitigation required.

1 b. If yes, then is a diffuse flow plan included? If no, explain why.
? Yes ? No
Comments:
2. Stormwater Management Plan
2a. What is the overall percent imperviousness of this project? Under 24 %
2b. Does this project require a Stormwater Management Plan? ? Yes X No
2c. If this project DOES NOT require a Stormwater Management Plan, explain why: 1) Project is a low density
subdivision, with lot sizes of 1 acre or more. Impervious surface of roads, and residential sites will not exceed
24%. 2) Drainage is sheet drainage or via swales, including roadside swales (no curb & gutter). 3) No areas of the
site are anticipated to have 24% impervious cover - development is uniform density, single family residences.
2d. If this project DOES require a Stormwater Management Plan, then provide a brief, narrative description of the plan:
