SR RIEARY Meeting Minutes for B-3611 Causeway Discussion April 16, 2009 Purpose: Town of Belhaven to discuss leaving in causeway on the Belhaven side of the existing bridge with NCDOT and Environmental Agencies. Brief Summary: The Town of Belhaven expressed the benefits of leaving in the causeway. They stated that fishing is a primary source of income for the Town as well as food for many of the residents and requested that the causeway remain to be used as access for a future fishing pier. Issues: Environmental agencies that were present US Fish and Wildlife, NC Wildlife Resource Commission, NC Division of Water Quality, NC Division Coastal Management, & US Anny Corp of Engineers all concurred with leaving in the existing causeway with their only concern that the current storm water drainage plan would affect vehicular access. Course of Action: The Hydraulics Unit (Paul Atkinson) is currently studying stone water issues and vehicle access. Our only concern, that may come, is related to the proposed grass swale that will be built in the footprint of the existing pavement of NC 99 on the North (Belhaven) end of the project. This proposed 3 foot base grass swale will run from 60+00 to 62+25 -L- right (Details "H" and "J"). This proposed grass swale is needed to provide treatment of the storm water from the bridge and proposed shoulder berm gutter. The Regional DWQ Office in Little Washington has reviewed the current drainage design and found it be acceptable. If the existing R/W is reduced in this area due to a change in ownership, the proposed grass swale will need to remain inside of R/W or PDE. If there are any other drainage related issues that anyone might have prior to the meeting, we will be glad to address them. All: A meeting has been scheduled for B-36119-10:30 on Apr 16 in one of the merger slots but is not a merger project. The purpose of the meeting is for the town to present a request, to leave the existing northern (Belhaven side) causeway in place as a fishing/ recreational location, to the agencies who have helped shepherd this project so far. As most of you are very familiar with the project I'm not sure there's much in the way of information package to send although I'm open if any feel that there is early information that would be beneficial. The town would simply like to discuss w/ NCDOT and the agencies the feasibility of leaving the causeway in. We'll have a full size set of plans available at the meeting for discussion The reason for using the merger slot was that many, though perhaps not all, of the normal merger team members would be involved in this discussion. To that end, if there are others that the agencies feel would be important to include in on the discussion (eg. DMF, USFWS, etc.) let me know and I'll be glad to include them. As an FYI this project has just begun the right of way stage and is scheduled for Let March 2010.
