Construction of the culvert was completed on this project in early February. The contractor finished grading the
floodplain and streambanks about two weeks ago. The entire streambanks and floodplain were graded per
construction detail, covered with coir fiber matting and adequately anchored with wooden stakes. The heavy
rain event over last weekend caused significant scour and washing along both left and right streambanks at the
inlet of the culvert. The existing banks in the area are now nearly vertical and extremely unstable.

A review of the streambanks yesterday indicates the presence ofeasily erodible material that will not support a
stand of herbaceous vegetation. The streambanks upstream of our activity are near vertical with little vegetation
on the banks. I assume that the upstream streambanks were somewhat stabilized by an intricate series of root
mats. It is unlikely that the banks can he adeyuatel} stabilized with coir fiber matting and live stakes.
We propose to stabilize the area by slightly open up the channel and floodplain in the area and installing
approximately 50 to 60 linear feet of Class I rip rap on the banks. Rip rap will not be placed in the thalweg of
the stream. This is depicted on the attached drawing.-

Permit implication
The proposed rip rap is located in an area previously depicted as a temporary stream impact. Installation of the
rip rap will change this to approximately 50 to 60 linear feet of permanent streambank habitat. The rip rap is

located entirely within the permitted riparian buffer and will not affect any required stormwater runoff
treatment.
It is my understanding that this activity can be conducted using N W P 13 (streambank stabilization) and WQC
3689. Please let me know if you agree with my assessment of the permit implications at this site.
