2j. Provide a brief description of this project (attach a site plan): The mixed use Parkside Town Commons Development
is proposed to be located in the NE quadrant of the NC540 and NC55 interchange in Cary. The Parkside Town
Commons Development has already been permitted with NCDWQ (#EXP 07-1503) and USACE (#2005-21328 and
2007-04171) and is considered Phase I of this project. Phase II includes the roadway improvements required to the
surrounding infrastructure as a result of this development. NC55, O'Kelley Chapel Road, Morrisville Carpenter Road,
Carpenter Fire Station Road, McKrimmon Parkway will all be widened to facilitate new turn lanes. Three stream
crossings occur within the roadway project area. One crossing (O'Kelley Stream Impact #1) has a permanent impact of
11 linear feet associated with a culvert extension. Another crossing (O'Kelley Stream Impacts #2 & #3) has a
temporary impact of 35 linear feet related to the installation of a new inlet structure and endwall on either end of the
existing pipe. The third crossing (NC 55 Site #4) will have a floodplain culvert bored and jacked under NC55 parallel to
the perennial stream. The stream will be protected in this area and no impacts are expected to occur. Wetlands are
located near Kit Creek (NC 55 Site #5) within the project area and are not being impacted by this project. A site plan as
well as detailed maps of the impacts and other sensitive areas has been included.

DWQ verified the stream calls on the east side of NC55 in 2006. USACE verified streams and wetlands in the two
parcels on either side of O'Kelley Chapel Road (west side of NC55) in 2008. Wetlands in the right of way on the west
side of NC55 near Kit Creek were delineated and are included in this permit application but have not been visited by
regulatory personnel during this proiect.
