Thank you for sending the plan sheets with the topo lines. Since I was able to zoom in using the electronic copies you sent I've
looked at the plans more closely, and gone back over my notes from Friday and continue to have the following
questions/concerns:
Please provide the type of wetland as requested in Table C2. of the PCN form.
Below is a screen shot of the FWS National Wetlands Inventory indicating a general code of PF01A
(Freshwater Forested/Shrub Wetland). Also, I have attached a sample report from a delineation
performed by one of our staff members during the survey of the project.
• Since I was able to zoom in on the electronic copies of the plans you sent me, I don't need specific impact sheets, however
it's still very hard for me to find and follow all the buffer and wetland lines and identify the exact areas you are calling out
as buffer and wetland impact areas on these plan sheets. The circles used to identify buffer impact areas do not
encompass all of the impacts and with the light shading I'm unable to see what exactly you are considering impact
areas. Can you provide these sheets in color or in some other means to clearly distinguish buffers and wetlands please, or
if it's easier you can provide separate impact maps at a larger scale and in color. As we discussed on the phone, please
also ensure you somehow identify where buffer and wetland impacts overlap.
Attached are the following documents: Revised Sheet C.4.1 -C.4.4 as well as individual buffer impact
sheets. We have provided the same documents to Ms. Dailey for her review.
• I remain very concerned about the area near station 10+00 and have similar concerns about the area near station 14+00. It
appears that the work area is within the Top of Bank and very close to the stream itself and the sewer itself is within 10
feet of the sewerline. The Minimum Design Criteria for gravity sewers states: B. Horizontal Location 1. Sewers
located along streams, lakes or impoundments, shall be located at least 10 feet outside of the stream
bank (unless subject to B.2 of this section) or sufficiently removed therefrom to provide for future
possible stream widening and to prevent siltation of the stream during construction. The project would
need a variance from the MDC, as well as an exemption from the standard 401 Certification language. I recognize that
the slope adjacent to this area is steep and of concern for constructability, however you will need to provide very specific
criteria of how you propose that the stream will be protected during construction and permanently after construction. You
noted that the stream is low flowing however, based on the current radius of curvature of that area of the channel, future
erosion is very likely and will likely worsen with future development of the watershed as proposed by the Industrial Park
project.
As you will see on the revised C.4.1 through C.4.4, we have added an additional note requiring the future
contractor to utilize ditch/creek crossing details provided on sheet C.8.2 to minimize/mitigate damage
to the streambed/streambanks. We have also provided streambank stabilization measures (1 on C.4.1
and 1 on C.4.2) to assist in the permanent stabilization of the streambank to prevent damage to the
infrastructure as well as minimize erosion of the bank. In each instance (-10+00 and—14+00) the
gravity sewer line as shown are approximately 10 feet away from the top of bank as well as they will be
constructed such that it is at a minimum below the bottom elevation of the adjoining stream
channel. Therefore, the pipe(s) will be protected from future migration of the bank, the trench will be
required to meet compaction standards as outline in the contract, and the manholes have been placed
outside of these areas of concern.
• Please provide detailed justification for the connection line at MH -7. The location of the connection line creates parallel
stream and buffer impacts that appear unnecessary if the connection point where shifted slightly along the main sewer
line.
The intent of this outfall is to provide sewer service to the entire Kingsboro park. Therefore, we have
proposed this sewer tributary in a position that will provide sewer access to the western side of the park
while maintaining flexibility of design not knowing how the park will mature and develop. One of the
set items moving forward is the alignment of the park's pass through roadway. Manholes 6 and 7 were
placed to avoid the right-of-way as proposed by NCDOT as well as in locations to promote
constructability standards as previously discussed. While not proposed to receive any immediate flow,
this line will provide immediate sewer access for future phases without the need to re -disturb the buffers,
creek, or proposed main outfall. Shifting of the connection alignment downstream will promote a
conflict with the proposed RCBC while shifting the connection point upstream will required additional
linear footage of 30 -inch gravity sewer as opposed to 18 -inch. Placing an emphasis on serviceability to
the southwestern portion of the park given lots fronting US 64 Alt may drain northward, this line
placement on the southern side of the proposed NCDOT roadway will avoid lengthy NCDOT
roadway/sewer crossings at a future date.

Thank you for the review and insight into our Kingsboro project.
Attached in the link below you will find the gravity sewer plan sheets with the contour layers cut on. Also you will
find the additional detail page providing the details on temporary ditch/stream crossing.
With respect to the proposed alignment for the gravity outfall:
We have proposed this alignment on the basis of 1) constructability and 2) elevation of the gravity main.
1)The overall industrial park site is bisected by Walnut Creek and its primary unnamed tributary. This
creek and its tributaries are contained on each side by steep banks including natural ridges. This
topography creates a difficult constructability scenario in that a gravity alignment running parallel to the
creek will have to bisect ridges creating extreme side hill cuts of greater than 25 feet. By selecting an
alignment generally closer to the stream and adjoining buffers, we are reducing the opportunity for
additional disturbance and potential negative impacts.
2) Additionally, the alignment was selected to maximize the service area of the proposed gravity
outfall. The intent of this line is to provide the wastewater backbone to serve the park and thus the sewer
needs to be as low in elevation as possible. Given streams and ditches represent the lowest natural
topography, it is reasonable to utilize these general locations to construct gravity sewer outfalls to minimize
the need for additional sewer outfalls and pump stations dispersed throughout the park. As mentioned in
Point 1, this particular topography contains extremely steep banks and thus a shift in the alignment by 20-
30 feet may result in the loss of 5-10 feet in sewer elevation (assuming the same depth of cover). This loss
in elevation reduces the potential service area by up to 2,000 feet in each direction as well as creates an
elevation profile in which the sewer shares a similar elevation with the bottom of the creek thus making
potential future connections more difficult in that the future lines would be required to cross through the
stream's wetted perimeter.
