Box 1398 Gastonia, NC 28053 Subject Property: PSNC 1111 Replacement - AFTER-THE-FACT Little Lick Creek [030401, 27-9-(2), WSIV, NSW, CA] REQUEST FOR MORE INFORMATION Dear Mr. Harris: On April 6, 2009, the Division of Water Quality (DWQ) received your "After-the-Fact" application dated April 3, 2009, to fill or otherwise impact 0.19 acres of 404/wetland, 333 linear feet of perennial stream and 4,140 square feet of Zone 1 Neuse River basin protected riparian buffers and 2,760 square feet of Zone 2 Neuse River basin protected riparian buffers to conduct the pipeline replacement project at the site. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will place this project on hold as incomplete until we receive this additional information. If we do not receive the requested information, your project will be formally returned as incomplete. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. Please indicate all stream impacts including all fill slopes, dissipaters, and bank stabilization on the site plan. 2. In Section 3, Stream Impacts, S3 lists 182 linear feet of permanent impact due to stabilization and relocation. However, no mitigation is proposed for the impacts. Base on the detail drawing of S3, it is unclear where the 182 linear feet of impacts are occurring. Please provide an explanation of the impacts at this site and provide a drawing showing the details. 3. 182 linear feet of compensatory stream mitigation is required for this project. Please provide a compensatory mitigation plan. The plan must conform to the requirements of 15A NCAC 2H .0500 and must be appropriate to the type of impacts proposed.The roundabout shown on the plans does not appear to be necessary.
