Your cooperation and assistance during the inspection, as well as that of Doug Horner and Janet Clarke were greatly appreciated. Our records indicate the wastewater collection system consists of one duplex pump station and a gravity sewer line to the Mason Farm Wastewater Treatment Plant. There are no high-priority sewer lines associated with this deemed permitted collection system. The items below show what conditions were noted during the inspection. 1 Reported Sanitary Sewer Overflows. During the two-year period ending December 2017,there was one reported SSO from the university's collection system with a combined estimated volume of 1,100 gallons, none of which reached surface water. 2 Grease Control Program. Because the research lab associated with the subject collection system does not have a dining hall/cafeteria on site, the requirement for a grease control program does not apply 3. Pump Stations Inspected. The UNC Collection System has 1 duplex pump station located at the Francis Owens Blood Research Lab (FOBRL) The inspector's observations noted in the next 5 items below refer to the FOBRL pump station inspected 4. Pump Station Signage. Although North Carolina Administrative Code Title 15A Subchapter 02T Section .0403 does not require a peiniittee to post signage that identifies the pump station and provides an emergency 24-hour contact telephone number(s) with instructions for notification if the visual alarm illuminates and/or the audible alarm sounds,there is a benefit to having such signage posted in the event of an emergency. Please consider installing a sign at the pump station with instructions for notification and 24-contact numbers in the event the visual alarm illuminates or if an emergency is apparent 5. Pump Station Restricted Access. The pump station, equipment and components were observed to have restricted access. The pump station is connected to a telemetry system (i.e , remote alarm system) that allows the UNC Collection System operators routine contact with the pump station from a central location to check the operational status of the communication system. 7 Pump Station High Water Alarms. The pump station is equipped with a visual high-water alarm During the inspection, the visual alarm did not function when the high-water float was triggered. The operator evaluated of the alarm during the inspection and determined the alarm's light bulb needed to be replaced. Please ensure the light bulb is replaced and the visual alarm is tested during the pump station inspections. The telemetry system was activated during the high-water alarm test, and the operator received notification of the event on his mobile phone. 8 Pump Station Inspection Program. The UNC-CH Department of Environment, Health& Safety has developed and implements a routine inspection of the pump station that includes the following maintenance activities cleaning and removing debris from the pump station area and wet well; inspecting all valves; inspecting pumps and other mechamcal equipment; and verifying the proper operation of the alarms, telemetry system and auxiliary equipment. The inspection logs are maintained electronically and was not available to inspect during the state inspection. In the future, please ensure logs are available at the time of the inspection 9 Overflow Response Plan. The UNC-CH Department of Environment, Health& Safety has developed an Overflow Response Plan that includes 24-hour contact numbers, response time, equipment list and spare parts inventory, site sanitation and cleanup materials, and post-SSO assessment. Please ensure the Plan is reviewed periodically and updated as needed 10. Sewer Collection System Map. The UNC-CH Department of Environment, Health& Safety has developed and maintains an up-to-date comprehensive map of its sewer collection system. The map includes pipe location, flow direction, and the pump station location. 11. Right-of-ways and Easements. As required by 15A NCAC 02T 0403(a)(9), right-of-ways and easements are maintained in the full easement width for personnel and equipment accessibility surrounding the sewer collection system.
