An environmental assessment for all these components was prepared in 2008, and a Finding of No Significant Impact was published by the NC State Clearinghouse on April 3, 2009. Two of the proposed projects involve minor impacts to wetlands under the jurisdiction of the Clean Water Act. In support of this activity, Carolina Ecosystems, Inc. and Davis-Martin-Powell Inc. have prepared this Nationwide Permit 12 Pre-Construction Notification (PCN) for the anticipated wetland impacts associated with the Eastside and Machine Welding Pump Stations and Forcemains. Included in this submittal are a PCN form, site and impact maps, site photographs, wetland delineation information, regulatory correspondence, and engineering plans. The enclosed PCN form and associated materials are submitted for your review for this project. The proposed projects meet all conditions of the NC Division of Water Quality General Certification 3699, and therefore only a courtesy copy of this application is being sent to that agency as written concurrence is not required. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Land use within and adjacent to the Eastside Pumping Station and Formain is primarily roadside right-of-way , cultivated land, low intensity development, and evergreen shrubland along with bottomland hardwood forest just down from the pump station. Some commercial development has occurred within the last few years near the 1-95 and NC 55 interchange. The Machine Welding pump station and forcemain runs through primarily cultivated land, high and low intensity development, or managed herbaceous cover. This line is adjacent to the existing roadway of Highway 301 for its entire length. 3b. List the total estimated acreage of all existing wetlands on the property: Three wetland areas, totalling 0.30 acres are located within or adjacent to the proposed easements. 0.08 acres along the Eastside line and 0.22 acres along the Machine Welding line. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: Two stream crossings, totalling 121 linear feet are located within or adjacent to the proposed easements, all on the Machine Welding line. 3d. Explain the purpose of the proposed project: The proposed pumping station and forcemain improvements are intended to increase capacity in these two facilities in order to alleviate wastewater overflows that have been occuring over the last several years. The two components are part of a seven component approach to addressing infiltration/inflow and overflow issues throughout the City of Dunn's wastewater system. The remaining components are all within fully built out areas and do not involve any impacts to jurisdictional resources. r.3e Describe the overall project in detail, including the type of equipment to be used: The Eastside Pumping Station will be improved, adding approximately 600 gallons per minute (gpm) capacity to the station. In addition, approximately 7,550 feet of existing 14 inch forcemain will be replaced with 20-inch forcemain. The upper 3,400 feet of this forcemain was replaced in the early 2000's. The new forcemain will be constructed adjacent to the existing forcemain through agricultural fields, then run along existing roadside fill slopes until reconnecting with the existing forcemain on the west side of 1-95. The new portion of the route is planned to avoid future conflicts with NCDOT plans for improvements to NC-55. The crossing of 1-95 will be completed via bore and jack methods. The Machine Welding pump station will be upgraded from 115 gpm capacity to 250 gpm. In addition, the existing 4-inch forcemain will be replaced with 6-inch forcemain for approximately 5,350 feet along the roadside of Highway 301 adjacent to the existing line. Directional drilling will be used for approximately 2,500 linear feet in order to avoid conflicts with existing development, utilities, two streams, and two wetland areas. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Two wetland areas and two stream crossings along the Machine Welding force main have been avoided through the use of 2,500 linear feet of directional drilling. Both forcemains parallel existing utility or road ROWs for their entire length, avoiding disturbance of higher quality wetlands in the area. The only impacts are to two historically disturbed forested and scrub wetlands adjacent to road ROWs on both Machine Welding and Eastside force mains. The impacts have been minimized by locating the lines directly adjacent to or within the road fill slopes, therefore minimizing encroachment into the wetlands. A 20' easement will be acquired by the City, but the maintenance corridor will be restricted to less than 15 feet. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Sediment and erosion control measures will be installed prior to construction of the line. This includes sift fence along the downgradient side of the construction corridor and excelcior matting in ditches that are to be disturbed. The unimpacted portions of the wetland areas will be demarcated in the field using orange silt or tree protection fencing to prevent unintended encroachment on these areas. 2. As described in the above referenced Environmental Assessment for these projects, the likelihood of development occuring as a result of this project is minimal. Only the Eastside Pump Station improvements are over the minimum threshold for an EA under SEPA. In addition, the increased capacity in both these systems is being provided to prevent additional overflows at the pump stations. The remaining additional capacity once the overflows are addressed is extremely small and no new service area is being created by the projects. Therefore, no significant cumulative impacts are anticipated as a result of these projects. A more detailed analysis and justification of this issue was provided to DENR in the EA for the project, and a FONSI is currently published in the State Clearinghouse. 4. Sewage Disposal (DWQ Requirement) 4a. Clearly detail the ultimate treatment methods and disposition (non-discharge or discharge) of wastewater generated from the proposed project, or available capacity of the subject facility. These projects transport sewage to the Black River Wastewater Treatment Plant, which is also undergoing minor renovations as part of the City's overall plan to address inflow/infiltration and overflow issues. Capacity for these lines is included within the proposed plant improvements. Additional details regarding the overall plan were thoroughly addressed in the above referenced EA. Note: the above list of considerations is not inclusive and other functions observed or known to occur should be documented below: 1.
