stabilization, rip rap groin and expand existing platform with a total of 6 slips.

Project setting
The project site is located at 73 Waterfront Road off SR 1234 at Taylor's Beach on
the Albemarle Sound near Columbia in Tyrrell County, North Carolina. The property is
owned by Mr. Henry Carl Spruill.
The site is ±200' wide adjacent the Albemarle Sound and is ±144' deep and is
comprised of two 100 lots. The actual linear footage along the shoreline is ±222'. Existing
development on the site consist of a double wide trailer, free standing carport, utility
building, wooden bulkhead, pier with a ±16'4" by ±24' L-head platform with 2 fixed wet
slips, and a deteriorated wooden breakwater ±57' offshore. The aforementioned bulkhead
is stable but the upstream half is in need of repair or replacement.
Vegetation on the lot consists of mixed hardwoods including several cypress trees
upland grass, ornamental shrubs and Phragmities spp.. The Phragmities spp. is located
water ward of the existing bulkhead on the downstream (east) portion of the property.
Elevation on the tract is approximately 3.0 feet above Normal Water Level. Water depths
near the terminal end of the existing pier are approximately -4.0'.
The site is bordered on both sides by developed single-family residential lots with
bulkheads and piers. The upstream (west) property bulkhead alignment extends waterward
from the shore for a distance of approximately 60' before the alignment turns upstream,
basically forming a very large corner approximating 90 degrees. The alignment of this
bulkhead parallel to the shoreline approximates the deteriorated wooden breakwater. The
bulkhead on the downstream property is located landward of the project site bulkhead by a
distance of ±18'.
Albemarle Sound in this area is classified SB by the Environmental Management
Commission and is not open to shellfishing. No submerged aquatic vegetation (SAV) was
observed during the 31 April 2009 field investigation.
Project description
The applicant proposes to replace the existing bulkhead with a new ±223' long vinyl
or steel sheetpile bulkhead. This alignment will place the new bulkhead on average ±11'
waterward and a maximum distance of ±22' waterward of the existing bulkhead.
Approximately 203' linear feet of riprap is proposed waterward of the new bulkhead.
This rip rap will extend 8' into the Albemarle Sound on a slope of 2:1. A ±25' long riprap
groin with a base width of 15' and 2' above Normal Water Level is proposed ±15' from the
downstream property line. This groin as well as the riprap for shoreline stabilization will
impact Phragmities spp. for a distance of ±75' along the east end of the bulkhead.
The existing L-Head platform will be increased to ±31'8" by ±24'. The applicant
proposes 2 - ±10' by ±25' boat lifts, 3 - ±10' by ±24' wet slips and one jet ski lift. The total
number of slips proposed is six. Additionally a ±2' by ±28' finger pier will be located
between two boat slips
Anticipated impacts
The project as proposed will result in the filling of ±2,200 ft2 of sound bottom
waterward of the existing bulkhead. Approximately 855 ft2 of an area sparsely vegetated
with Phragmities spp. will be filled as a result of the installation of rip rap for shoreline
stabilization and rip rap groin. The additional platform square footage will result in the
shading of approximately ±1,234 ft' of Sound bottom. This is an increase of approximately
±422 ft2. No new impervious surface is proposed with this project. The project will result in
localized turbidity as a result of the construction activities.

MAJOR CAMA PERMIT APPLICATION

Mr. Spruill proposes to increase the size of his pier deck to the maximum 812 feet allowed (based on
203 feet of shoreline) and to install a jet ski lift, two boat lifts and three boat slips. Mr. Spruill owns two
boats himself which would be kept on the lifts. The three boat slips are to accommodate week end guests
and visiting friends.
The Spruill lots front on the Albemarle Sound. Long fetches (several miles) of open water create a high
energy environment in which the long term storing of boats must be done on lifts. This high energy
environment causes a high maintenance expense on bulkheads.
In addition to the above Mr. Spruill desires to repair the existing rapidly deteriorating wood portion of
his bulkhead by moving the west end out toward the Albemarle Sound a Distance of 21.6 feet. This will
produce a 90 degree angle with Mr. Helms bulkhead and mitigate the high rate of wear and tear on the
pinched angle (less than 90 degrees) which forces a lot of wave action to converge on both the Helms and
Spruill bulkheads. The new bulkhead would extend only two feet water ward at the east end of the Spruill
lot making the average bulkhead extend 13 feet toward the Albemarle sound. The existing bulkhead is
irregular in alignment.
In order to further deal with bulkhead maintenance and over wash problems Mr Spruill proposes to raise
the new bulkhead about one foot and place stone rip rap in front.
Mr. Spruill understands the present Coastal Area Management policy is to allow only enough space
between the new and old bulkheads to be able to construct the new bulkhead without having to dismantle
the old bulkhead. There is a wood breakwater (shown on the plans) that has been in place for more than 30
years. This break water presently provides substantial protection to the bulkhead. However, this break
water is rapidly deteriorating and when gone (in about two years) will allow a very harsh, high energy and
destructive environment (operating with a Bay of Fundy effect) to pound the present bulkhead.
