PROJECT DESCRIPTION The project is located at 356 Riverview Drive SE, adjacent to the Atlantic Intracoastal Waterway (AIWW) and the Lockwoods Folly River near the Town of Bolivia, in Brunswick County. To reach the project area, travel south on US Hwy 17 to the intersection with NC Highway 211 near Supply, NC. Turn left onto NC Hwy 211 and travel approximately 5.5 miles to Sunset Harbor Road. Turn right onto Sunset Harbor Road and travel approximately 5.8 miles to the end. Turn right onto Lockwood Folly Road SE and travel approximately 0.3 miles to the end of the road to the project site. The project site consists of seven parcels which total 1.974-acres of land located within the planning jurisdiction of Brunswick County. The project site is bordered by the AIWW to the south, the mouth of the Lockwoods Folly River to the west, a fishing club to the north and residential property to the east. The project site has approximately 203 linear feet of shoreline frontage along the AIWW and Lockwoods Folly River with an average elevation of approximately 11' above normal high water (NHW). The site currently functions as a public boat ramp facility. Two concrete boat ramps are located on the northwest portion of the site. Currently, there is a fixed dock and bulkhead located on each side of the boat ramp. The majority of the shoreline is stabilized with rip-rap. A gravel parking area occupies a portion of the high ground, with a total impervious area of approximately 39,840 sq. ft. (18,749 sq. ft. of which is within the 75' Estuarine Shoreline Area of Environmental Concern). The parcel is not serviced with water or sewer. State permit #75-85 was issued to the NC Wildlife Resources Commission on 5/22/85 for the expansion of the concrete boat ramp, installation of the bulkheads and maintenance excavation. It was later modified/renewed on 4/20/89 to allow for maintenance excavation and the placement of 180 linear feet of rip-rap. The permit expired December 31, 1990. The waters of the AIWW and the Lockwoods Folly River, adjacent to the project site, are classified as SA, HQW by the North Carolina Division of Water Quality. They are not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are open to the harvest of shellfish. PROPOSED PROJECT The applicant is proposing to replace the existing boat ramps, bulkhead and 2 fixed docks, install a new floating dock, fishing pier, expand and pave the existing gravel parking lot and dredge the access channel. This would be a complete renovation of the existing public boating access facility. The applicant is proposing to remove the existing boat ramps and construct two (2) new concrete ramps each measuring approximately 125' in length by 15' wide, with approximately 65' of the ramp extending below NI-1W (see Sheet 2 of 16). The new concrete apron would measure approximately 10' in length by 50' in width with a concrete abutment measuring 24' in length by 8' in width. The concrete abutment would connect to a new 8' x 80' wood floating dock located between the ramps to assist in the launching of vessels. The applicant is also proposing to remove a total of 95 cu. yds. of the existing rip-rap (20 cu. yds. from below NHW and 75 cu. yds above NHW) located adjacent the boat ramp (see Sheet 1.1 of 16). The new ramp would require the excavation of approximately 110 cu. yds. of sandy material below NHW and 1200 cu. yds. above NC Wildlife Resources Commission, Sunset Harbor Boating Access Area c/o Mark Hamlett Page Three NHW in order to obtain a final depth of -5' at the waterward end of the ramp, giving the ramp a 14% grade. The excavated material would be placed temporarily until dewatered on the eastern side of the property (see Sheet 14 & 15 of 16) which is currently a grassed area in an irregular shaped area measuring approximately 100' in length by 17-40' in width and would be contained by a silt fence. Once the material is dewatered it will be transported to the Brunswick County Landfill. As proposed, the ramp construction would require approximately 40 cu. yds. of class A rip-rap and 20 cu. yds. of washed stoned to be placed below NHW underneath the 8" thick steel reinforced concrete slab (see Sheet 8 & 9 of 16). Adjacent to the proposed boat ramp on the north side would be a fixed dock measuring approximately 118' in length by 6' in width and a vinyl sheet pile bulkhead measuring approximately 132' in length would be located on the northern side of the fixed dock (see Sheets 4 & 7 of 16). Approximately 261/2' of the bulkhead would extend into the waterbody. Adjacent to the south side of the boat ramp there would be a second fixed dock measuring approximately 138' in length by 6' in width leading to an "L-head" fixed dock measuring approximately 521/2' in length by 6' in width extending in a southerly direction adjacent to the existing rip-rap bank. A second bulkhead measuring approximately 138' in length would be located on the south side of the ramp and dock, of which approximately 321/2' would extend into the waterbody. The applicant is also proposing to excavate an access channel from the end of the proposed boat ramp to the AIWW. As proposed, the access channel would measure approximately 225' in length by 30' in width to a final depth of -5' @ normal low water (NLW). The average existing water depth in the project area is approximately -4' @ NLW (see Sheet 10 of 16). This would result in the removal of approximately 430 cu. yds. of spoil material via bucket to barge and would be placed within the same silt fenced area located on the eastern side of the property as the material to be removed for the proposed ramp. The applicant is also proposing to construct a fishing pier which would be located on the southeast portion of the property extending from a proposed 5' wide concrete sidewalk which would connect to the proposed parking area (see Sheet 2 of 16). The proposed pier would measure approximately 88' in length by 6' in width and would terminate in an elevated fixed "T-head" platform measuring approximately 20' in length by 10' in width. As proposed, the pier would extend into the AIWW approximately 70' waterward of NHW water depths of approximately -3' @ NHW at the terminal end of the platform. The application states that reflectors will be installed along the fishing pier. The applicant is also proposing to remove the existing gravel parking area (approximately 5530 sq. ft.) adjacent to the boat ramps and install landscaping consisting primarily of Muhly Grass (Muhlenbergia capillaries), thereby reducing the impervious surface coverage within the 30' Coastal Shoreline Buffer and 75' Area of Environmental Concern (AEC)(see Sheets 1.1 & 16 of 16). The parking area is to be reconfigured and expanded to encompass the 5 adjacent grassed lots which were recently acquired by the State, as well as, a portion of the existing parking area. As proposed, there will be 7 regular parking spaces and 3 handicapped spaces located adjacent to the beginning of the boat ramp on the south side. The new parking area located on the western portion of the site (currently grassed) will contain a total of 31 spaces and are to be constructed of pervious pavement material (see Sheets 3 & 11-13 of 16). There NC Wildlife Resources Commission, Sunset Harbor Boating Access Area c/o Mark Hamlett Page Four will be a new asphalt driveway measuring approximately 15' in width will tie into the existing State road (Lockwood Folly Road SE ) and will curve around the end of the proposed ramp at which point it will widen to make a turn-a-round area and will then extend down the middle of the new parking area and connect to Hickory Drive SE (see Sheet 2 of 16). The perimeter of the parking area will be landscaped with Persimmon, Red Chokeberry, Button Bush, Muhly Grass, and doubled-shredded hardwood mulch (see Sheet 16 of 16). All stormwater runoff will be directed through vegetative buffers and then sheet flow into waters of the State. Some of the stormwater will be infiltrated by the permeable pavement (see Sheet 3 of 16). 10. ANTICIPATED IMPACTS As proposed, the renovations would result in the disturbance of approximately 1.6 acres (69,700 sq. ft.) of high ground, which is primarily located within the limits of the existing impervious. Approximately 49% (or 39,087 square feet) of the 1.97 acre parcel would be covered by impervious surface of which, 38% (or 8,913 square feet) would be located within the 75' Estuarine Shoreline Area of Environmental Concern (AEC). This results in the reduction of approximately 9,836 sq. ft. of existing impervious surface area within the AEC. The proposed boat ramp and bulkheads would result in the excavation and filling (concrete for ramp) of approximately 2,405 sq. ft. of shallow bottom area. It would also include the excavation of approximately 2,280 sq. ft of high ground area (above the normal water line) for ramp approach. The access channel would result in the excavation of approximately 6,750 sq. ft. of shallow bottom area. The proposed fixed docks would incorporate approximately 1,251 sq. ft. of estuarine waters and public trust area. The proposed fishing pier would incorporate approximately 569 sq. ft. of estuarine waters public trust area and would not encroach into the adjacent 15' Riparian Corridor Setback Areas. It would extend approximately 711/a' into the waterbody which measures approximately 790' at this location. This distance meets the 1/4 width rule and would not extend into the 80' setback from the federal channel of the AIWW. Minor increases in turbidity can be expected during construction. Submitted by: Debra Wilson Date: 4/9/09 Office: Wilmington Project Narrative Project Information: Date: 2/9/2009 Sunset Harbor Boating Access Area Brunswick County Engineer: Mark Hamlett, PE North Carolina Wildlife Resources Commission 1720 Mail Service Center Raleigh, NC 27699 Project Summary: The Sunset Harbor Boating Access Area project is located at the existing access area at the end of Lockwood Folly Road in Brunswick County. The existing property consists of two launch ramps, two fixed docks, a gravel parking area and a grassed parking area. The proposed project is a complete renovation of the site. This renovation will include the demolition of all existing features and construction of two new concrete ramps, four fixed docks, a floating dock, new vinyl sheet pipe (bulkhead), and paved parking (both standard asphalt and pervious pavement). Work also includes the dredging from the ramp to the main channel. Impervious Surface Calculations: The total project takes place in seven parcels, owned by North Carolina Wildlife Resources Commission and public right of way. The total project area is 86,000 square feet (1.974 acres). The existing impervious surface within the project area is 39,840 sf (0.915 acres). The proposed impervious surface within the project area is 39,087 sf (0.897 acres). The proposed project produces a net decrease in impervious surface of 753 square feet. Impervious surface within the AEC also decreases with this project. The existing impervious within in the AEC on the WRC property is 10,618 sf (0.244 acres). The proposed impervious within the AEC on the WRC property is 3,946 sf (0.091 acres). The existing impervious in the AEC within the total project area is 18,749 sf (0.43 acres). The proposed impervious in the AEC within the total project area is 8,913 sf (0.20 acres). In summary, this project reduces the impervious surface within the AEC by 6,672 sf in the WRC property and by 9,836 sf within the project area. ?.1??P t V era ", i i\j C Dredging: This project includes dredging from the end of the ramp to the main channel. The dredged channel will be roughly 30' wide and a depth of five feet from normal low water. Total excavation below normal low water for the channel and ramp construction will be 540 cubic yards. This work will be performed using bucket to barge dredging. Spoil material will be stored on site, behind a double row of silt fence, until it is taken to the off-site spoil site. The temporary spoil area can hold 280 cubic yards of material, assuming a maximum depth of three feet. A note has been added to the plans stating that all spoil material must be taken to the permanent spoil site as soon as possible and that, if the temporary spoil site is full, all excavation shall stop until the spoil area is emptied. A larger spoil area is not possible due to the use of pervious pavement, as stockpile and compaction of these areas is not allowed. Upland Excavation: The total upland excavation will be approximately 1,200 cubic yards of material. This excavation includes the subgrade both the ramps and the parking areas. In the areas of pervious pavement, up to 1.1' of subgrade is being excavated. This is due to the surface layer being compacted and not meeting the permeability requirements set forth by DWQ. Some of this material will be used around the site while the remainder will be stored on site, behind a double row of silt fence, until it is taken to the off-site spoil site. Existing Stormwater Conditions: The existing site has no stormwater controls. The majority of the site is gravel/impervious with no vegetative buffer. Water currently flows toward the access area and drains directly into the Intracoastal Waterway over mostly impervious surfaces. Proposed Stormwater Conditions: The proposed project will be an improvement over the existing stormwater conditions. There is a net decrease in impervious surface on the site. In addition, three parking areas will be paved with pervious pavement to provide stormwater infiltration. A significant amount of vegetation will be planted as well, not only around the site but within the 30' buffer along the shoreline. This increase in vegetation will assist with nutrient removal and improve stormwater quality. In summary, the proposed project will decrease the total amount of stormwater leaving the site (through infiltration) and will increase the quality of that water. 1` FEB 12 2009 I)CM HOANGTON, NC Ramps/Docks: This proposed project includes the construction of two fifteen foot wide concrete ramps. Vinyl sheet pile/bulkhead is being installed on each site of the ramps. Between the ramps will be an 8'x 80' floating dock. Six foot wide fixed docks are being installed outside perimeter of the ramps. One of these fixed docks will extend farther into the channel and provide an `L' courtesy dock. South of the ramps, a fixed fishing pier will be installed. This fishing pier will be accessed by a 6' wide boardwalk. The pier itself will be 10'x20'. As this pier extends into the channel, reflectors will be installed for the safety of night time boat traffic.
