Credit Release— Tasks I & 7
Dear Mr. Hutton:
On March 1, 2018, DWR approved the Mitigation Banking Instrument (MBI) and the Bank
Parcel Development Package for the Grantham Branch Nutrient Offset and Buffer Mitigation Bank.
On February 27, 2018 and March 29, 2018, the DWR received two signed and recorded conservation
easements and corresponding plats for the subject site. Additionally, WHIII provided confirmation
that the conservation easements for the subject bank have been successfully assigned to Unique
Places to Save. Unique Places to Save is a 501(c)(3) non-profit corporation and has been approved
by DWR as a long-term steward for this mitigation bank.
Lastly, DWR received a performance bond (#106807921) from WHIII in the amount of $150,000 to
cover performance obligations for the construction of the subject site. This bond is with Travelers
Casualty and Surety Company of America and expires upon the approval of the As -Built Report.
In accordance with the MBI, signed on February 28, 2018, the following Project Milestones have
been met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and 25% of your Nitrogen nutrient offset credits
(0.25 x 9,160.27 lb -N = 2,290.071b -N) are now available for sale. Additionally, 25% of your Neuse
buffer Restoration credits (0.25 x 470,448 ft2 = 117,612 ft) and 25% of your Neuse buffer
Preservation credits (0.25 x 435.60 ft2 = 108.9 ft) are now available for sale
Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020201 of the Neuse River Basin excluding the Falls Lake Watershed pursuant to 15A NCAC
02B .0240. Additionally, the riparian buffer credits must be used for impacts in the Neuse
River Basin in accordance with guidelines in the Consolidated Buffer Mitigation Rule, 15A
NCAC 02B.0295, which became effective on November 1, 2015.
