REGAN Secretary WILLIAM E. TOBY VINSON,JR. Interim Director The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on March 15, 2018. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please provide plan sheets showing the existing contours and cross-sectional details of the SCM and outlet structure. 2. Please revise the SCM design to address the following deficiencies: a. The SAIDA ratio must be found using the average depth of the permanent pool. The current calculation utilizes the maximum depth, which results in an undersized surface area. b. The side slopes of the SMC must be no steeper than 3:1 (horizontal to vertical). As currently designed, they are approximately 2:1. c. The 6' vegetative shelf and 10' maintenance berm must extend entirely around the perimeter of the SMC. d. The landscape plan should provide specifications for the vegetation species, installation, and the post -installation care for the dam, embankment slopes, and the vegetated shelf e. It is strongly recommended that an emergency spillway be provided to prevent structural failure of the embankment during large storm events. 3. The inlets to SCMs shall be designed to protect the SCM from erosion resulting from stormwater discharges. The outlets of SCMs shall be designed so that they do not cause erosion immediately downslope of the discharge point during the peak flow from the 10- year storm event as shown by engineering calculations. Please provide engineering details and calculations to indicate proper erosion control. 4.. All SCMs and associated maintenance accesses on privately owned land except for those located on single family residential lots shall be located in permanent recorded easements. Please show and label the SCM and maintenance access within the easement. 5. Provide pdfs of all revisions, 2 hardeopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: https://edocs.deq.nc. ov/Forms/SW_Project_ Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to April 23, 2018, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW3180304 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
