Dear Mr. Brown:

SPAID
On behalf of the Town of Benson, please find enclosed for your review the following
items regarding the above referenced project.
• Pre-Construction Notification Application
• Applicable construction drawings (reduced scale)
• USGS map showing location of project
• SCS Soils map showing location of project
• Other appurtenant items to the Application (site coordinates, property owner
approval)
This project proposes to construct approximately 4,200 linear feet of water mains ranging
in size from 6 to 8-inch diameter, approximately 14,500 linear feet of 8-inch gravity
sewer, and approximately 650 linear feet of 2-inch force mains. The proposed water
system will replace existing service through individual wells and provide a reliable
source of quality drinking water to the area while the proposed wastewater collection
system will ensure that the water is properly treated before being returned to the
environment. To construct this project as proposed, it is necessary to impact zone 1 and
zone 2 buffers in various locations as shown in the attached application package. No
permanent impacts are proposed for this project and the preconstruction grade (contours)
of streams will be reestablished after disturbance.
Please recall our meeting in the field on April 6, 2008 to review the pond labeled as 01
on the USGS and Soils mapping. It was determined allowable to fill this pond with
property owner agreement to only allow installation of the sewer main if this pond is
filled. The impact has been included in the PCN documentation and the approval letter
attached in the appendices.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The water and sewer mains have been located to minimize impacts to streams. The utilities are located primarily in the rights-
of-way and 5 feet from the edge of pavement.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The utilities are to be installed beneath the existing storm drain pipes that cross underneath the roadway thus minimizing the
impact to the existing streams and all crossing will be perpendicular.
