PROJECT SUMMARY: The applicant is proposing to utilize an existing docking structure to accommodate two PWC lifts and one wet boatslip for a total of three slips. 9. NARRATIVE DESCRIPTION: The Anthony Ng project is located at 909 Coral Ct. in Fairfield Harbour, Craven County. The site is found (traveling from New Bern) by traveling on Hwy. 17 North, towards the town of Bridgeton. Merge onto Hwy. 55 E and travel 1.5 miles. Turn onto Broad Creek Rd. and travel 5.8 miles. Turn right onto Cassowary Ln. at the entrance gate to Fairfield Harbor. Turn right onto Caracara Dr. Turn left onto Pelican Dr. Turn left onto Gondolier Dr. Turn left onto Coral Ct. The property is in the north corner of Fairfield Harbour, a manmade waterbody adjacent to the Northwest Creek and Neuse River. The subject property is a residential lot of approximately 0.3 acres. The elevation of the lot is +10' above NWL. The parcel currently has a single family home on site with domestic grasses for vegetation. The parcel is stabilized in its entirety by a bulkhead. There is also an existing pier located on site with two 12'x5' PWC lifts. The Fairfield Harbour is approximately 380' across at this location and the subject property has a shoreline length of 147'. Fairfield Harbour is a manmade waterbody and is uniformly deep thoughout, with depths ranging from -6' to -10' NWL throughout. Water depth at the terminus of the pier is - 6.0' NWL. The substrate at the location of the docking facility is silt. There is presently a residential pier approximately 100' to the west of the property and a residential pier on the southeast side of the property at a distance of approximately 95'. The Division of Water Quality classifies this area of the Fairfield Harbour as SB-NSW waters. The waters are also designated as Inland Waters by the WRC. This area is not a Primary Nursery Area. The Craven County LUP Classification for this project is Developed and Conservation in the AEC. This portion of the Fairfield is not open to harvesting of shellfish. There are no shellfish leases in the vicinity of the proposed project. 10. PROJECT DESCRIPTION: The applicant is proposing to modify an existing private docking facility from two slips to three slips. The docking facility will consist of two 12'x5' PWC lifts and one 15'x25' wet slip. The existing pier consists of a 6'x6' walkway and a 47' x 6' T-head. The waterward edge of the pier is 12'offshore. There are 3 mooring pilings at a distance of 37' offshore. Currently, there are two slips: A and B, which each consist of a PWC lift. The applicant is proposing to move the lift in slip B into slip A, transforming the former slip A into slips #1 and #2. Former slip B will be new wet slip #3. 11. ANTICIPATED IMPACTS: The proposed dock would result in 705 ft2 of open water being incorporated and 120 ftz being shaded. The docking facility would provide mooring for 3 vessels. There would be a loss of Public Trust Area in the waters incorporated by the structure. There should be no hazard to navigation being the docking structure lies within the existing pierhead line. The waterward most mooring piling of the docking facility will extend approximately 37' offshore into the 380' waterbody. The waters surrounding the structure are closed to shellfish harvesting. No coastal marsh would be filled or excavated during this project. There are no SAVs located near the structure.
