PROJECT SUNi I ARY: The applicant is proposing to constnact an upland basin as an amenity for an s/d located across the street known as James Creek. All work for the s/d will be done outside the AEC's with the exception of the basin area. A total of ten slips are proposed with fingers, boat ramp, new bulkhead and maintenance excavation of the existing canal. 9. Narrative Description: The West mouth Bay Canal Boat slips project is located adjacent to 170 Oak Hammock Road in Harkers Island, Carteret County. Oak Hammock Road is found by turning south off of Highway 70 East onto Harkers Island Road. Follow Harkers Island Road over the Draw Bridge and turn left onto Cape Lookout Drive. Follow Cape Lookout Drive for a short distance and turn left onto Mary Ella and follow to the stop sign then take another left. Drive for a short distance and turn right onto Oak Hammock Drive. Follow for less than a 1/a of a mile. The project area will be located on the right adjacent to 270 Oak Hammock Drive. The property is adjacent to an existing canal, which connects to Westmouth Bay. James Creek S/D and Westmouth Canal Boat Slips are 12.25 acres in their entirety and have an average elevation of 3.0' above NHW. The high ground portion of the basin site is mostly void of vegetation with the exception of weeds and a -few cedar trees. There are coastal wetlands at the west and north of the basin project area. They are comprised mostly of Juncus roemerianus ( Black Needlerush), Spartina altemiflora (Smooth Cordgrass), Salicornia (Glasswort) and Limonium carolinianum (Sea Lavender) however none of these will be affected with the proposed project. The s/d site is wooded with jurisdictional and some coastal wetlands. The proposed work for the s/d will be done entirely outside of the AEC's. The substrate in the basin area is thick organic mud. Westmouth bay is not a Primary Nursery Area as designated by the Division of Marine Fisheries and the Division of Water Quality classifies this as SA and HQW waters. The area in which the proposed project would take place is not open to the taking of shellfish. Carteret County's Land Use Plan dated 1996 classifies this area as limited transition with conservation in the AECs. Through field verification and aerial photos SAV's were not observed. The width of the existing canal is 55' from edge of marsh to edge of marsh with the full project work located entirely within the proposed upland basin. 10. Project Description: The applicant is proposing as an amenity for the James Creek subdivision, which is located at the west of the basin area, maintenance excavation within the existing canal, construction of a new bulkhead, 10 wet slips with boatlifts and associated fingers, upland basin excavation, one new wooden walkway at the boat ramp and the widening of an existing boat ramp. The high ground portion for the s/d would involve the disturbance of 9.85 acres. There are 81 Field Investigation Report: BLE Development Page 03 single-family lots proposed. A large waste treatment plant with 5-day drip pond is proposed to serve the subdivision. They would be located at the northeast side of street "d" and adjacent to lots 60 and 73. There are four cul-de-sacs proposed for the road infrastructure located on street c, d, e and f. The Northwestern cul-de-sac located on street "c" would be a distance of 90' landward of the 75' AEC. The street "f' cul-de-sac would be located 165' landward from the 75' AEC with street "d" cul-de-sac located 720' from the 75' AEC. The cul-de-sac on street "e" would be located a distance of 120' from the 75' AEC. The cul-de-sacs would retain a width of 50'. There would be a 10' wide grass swale surrounding the outer perimeter of each cul-de-sac and roadway with a maximum disturbance limit of 120' wide. There are 10 culverts proposed within the street system with dimensions of 10' x 50'. Street "a" would have 4 culverts, street "b" with 3 culverts, street "c" with 2 culverts and street "d" with the remaining culvert. There would be three level spreaders and ten temporary sediment traps located along the street infrastructure. There are six streets proposed with an additional stub out located at the northwest end of street "a." All of the proposed streets would retain a right of way of 50' with each having different lengths. The lengths would be as follows, street "a" at 1900', street "b" 2000', street "c" 720', street "d" 470', street "e" 120' and street "f" at 170'. All remaining infrastructure (electric, water, sewer) would be located under the road system for the subdivision. In order for some of the roads and level spreader two to be installed 12,850 square feet of jurisdictional wetlands would be filled. The US Army Corps of Engineers issued general permit verification for this filling on February 11, 2008. Storm water permit SW8070501 was issued on May 7, 2007. Silt fencing would surround all work proposed for the infrastructure installation. The streets would range from 290' to 1150' landward from the 75' AEC. The percentage of impervious (boat ramp) within the 75' AEC would be at .4%. Once built out the percentage of the entire tract to be covered with impervious would be 11.1%. The high ground portion for the basin area will remain in its original state with the exception of the proposed basin. There would not be parking allowed and the area would remain grassed with no impervious proposed. The upland basin proposed would have dimensions of 25' x 215' and would require excavation of a total of 1851 cubic yards to a depth of -4' NLW from + 5.3' NHW. All spoils would be located on a site left up to the contractor and approved by DCM. The dredging would be mechanical bucket to barge and trucked off to an approved site. The applicants are proposing 10 slips within the high ground basin. There would be (5) 3' x 20' finger piers and one 2' x 27' finger used in the boat ramp location. Each slip would have a 12' x 13' boatlift installed. The water depths would be an average of -4' NLW. The fingers and boatlifts would be located entirely within the high ground basin with the width of the water body becoming 80'. There are not any issues with riparian corridors due to all proposed structures are within the high ground basin. All setback requirements would be met. To stabilize the upland basin the applicants propose a 284' vinyl bulkhead. It would start at the north side of the basin off the existing canal, which connects to west mouth bay, and extend west for 37'. It would then turn south for 215' and continue east for 32'. The bulkhead would be constructed landward of the NHW contour. Field Investigation Report: BLE Development Page 04 The applicants are proposing to widen the existing boat ramp from 10' to 15' with no change in the 31' length. The top of the ramp is at +5.3' nlw with the toe at 0'. This top elevation will not change however the toe of the ramp will be at -4' nlw. They are proposing maintenance excavation within the existing canal. A mechanical bucket to barge dredging would be used. The dimensions for the excavation would be 50' x 234' and located a distance of 5 minimum' from the edge of any marsh and bulkheads. The excavation would remove an average of 1,625 cubic yards of material to an average depth of -4' NLW from an average existing depth of -.25' NLW. 11. Anticipated Impacts: The proposed development would result in the disturbance of 12.25 acres of high ground in its entirety. The development as proposed would involve 17,550 ft2 of shallow bottom to be excavated and would disturb a total of 429,060 ft2 of high ground with the excavation of 5,375 ft2 removed for the basin. The docking systems would shade 300 ft2 and incorporate 3,280 ft2 of open water. A total of 10 slips would be located within the high ground basin with a use of private community. Once built out, this project would be 0% impervious within the 75' AEC and 11.1%o impervious for the entire tract. There should be no hazard to navigation resulting from this project due to all structures will be located entirely within the high ground basin. The setting of pilings would result in temporary turbidity. The absence of a plug would also cause substantial turbidity. The tidal flux of 1.5 as well as the gradual water depth in the basin would provide adequate flushing for circulation. Bourbeau's property on Harkers Island, Carteret County, North Carolina. The applicant proposes to perform maintenance dredging of approximately 1,650 cy, upland excavation of approximately 1,850 cy, construct new bulkhead, construct 10 wet slips with boat lifts, and widen the existing concrete boat ramp. The site can be reached by going east on N.C. Highway 70, turning right onto Harkers Island Rd, turn left onto NC road 1337 (Cape Lookout Rd), left onto Willis Dr and right onto Oak Hammock Rd.; property is adjacent to 270 Oak Hammock Rd, (see Sheet 1 of 5 drawings).
