Hello Robert, On Tuesday, we discussed whether we needed to address the Neuse River Buffer issue with regards to services and sewer line replacements within the Jones MHP. Currently, the existing 4" and 6" sewers run in the backs of trailers and the trailers have services that run out to them. Some of the trailers themselves are within the buffer. We are proposing to replace the substandard sewers (having issues with 1/1 and overflows) with new gravity sewers that generally will drain from south to north toward the proposed pump station. The new sewers will be placed primarily in the pavement. While they are not in the exact same footprint, they are solving an existing problem with an existing use, and are not decreasing woody vegetation within the buffer. In order to run the services to connect the trailers to the new services, some disturbances will occur within the buffer. We asked if this can be considered an exempt activity. You said you would discuss it with the buffer people in the Region and get back to me. Today you called about 8:45, and advised not to worry about the buffers, that the Region would consider this maintenance of an existing use within the buffer which is exempt.
