Treated effluent is disposed of via land application onto the Sarge Martin area contiguous to and southeast of the WWTF and onto the Juniper Swamp area on the west side of NC Hwy 50 several miles north of Holly Ridge The entrance to the Juniper Swamp area is located at about the following lat/Ion coordinates. 34-34-21.40 N/77-35-13.69 W. Attached please find a copy of the town's permit for the WWTF and two land application areas(21 pages). As you can see,the town has approval to land apply a maximum yearly average of just over 0.756 mgd of combined treated wastewater effluent and accumulated rain water(in the open effluent storage ponds),weather permitting. The Sarge Martin land application site has reportedly been developed to its maximum yearly average capacity of just over 0.467 mgd and has no more capacity available. A draft soil science report recently received for the Juniper Swamp site indicates that its current maximum yearly average capacity of just under 0.289 mgd can only be increased by about another 0.066 mgd to maximize the capacity available at this site. In summary, it is currently believed that the maximum potential land application capacity for the two existing sites together is about 0.822 mgd on a maximum yearly average basis. However,keep in mind that this is for combined treated wastewater effluent and accumulated rain water(in the open effluent storage ponds),weather permitting. Assuming with average rainfall that the effluent makes up about 90 percent of the total,then the maximum potential treated effluent disposal capacity is about 0.740 mgd on an ADF basis,or roughly half the existing capacity of the WWTF. The town is interested in two potential locations for a discharge. Shelter Swamp Creek at NC Hwy 50 and Holly Shelter Creek just downstream of its confluence with Angola Creek. The closest stream of significance(from the existing treated effluent force main to the Juniper Swamp area) is Shelter Swamp Creek It crosses NC Hwy 50 about 3.2 miles(along the highway)north of the entrance to the Juniper Swamp disposal area. The stream crossing is located at about the following lat/ lon coordinates. 34-36-53.30 N/77-35-14 65 W. Shelter Swamp Creek flows into Sandy Run Swamp which then flows into Holly Shelter Creek which then flows into the Northeast Cape Fear River. All of these streams are currently classified C, Sw We are in discussions with USGS (Curtis Weaver)regarding the low flow statistics at this location. At this point the low flow ranges are as follows. • 7Q10. 0 13 to 0 21 cfs • W7Q 10. 0.73 to 1.2 cfs • 7Q2 055to092cfs • 30Q2. 1 3 to 2.2 cfs. The range for each is due to differences in watershed area calculation methods(USGS StreamStats(25 1 square miles)versus manual(planimeter)estimation using USGS 7.5' quad maps(41.7 square miles). As you know, defining drainage basins in the Coastal Plain can be difficult and subject to debate, especially when manmade ditching may have been done in the past The lower flow estimates are based on the USGS area calculations The higher flow estimates are based on our area calculations Depending upon your response to this speculative limits request,we may or may not pursue this further with USGS. The second stream of interest is the main stem of Holly Shelter Creek just downstream of its confluence with Angola Creek This location is off of NC Hwy 53 southwest of its intersection with NC Hwy 50 in Maple Hill. This location on Holly Shelter Creek is located at about the following lat/lon coordinates. 34-38-22.63 N/77-44-17.23 W. Holly Shelter Creek flows into the Northeast Cape Fear River. Both of these streams are currently classified C, Sw. This location is just downstream of Site Index No 661 from USGS WRIR 01-4094 USGS StreamStats reports watershed areas of 100 and 142 square miles at Site Index No. 661 and our point of interest just downstream of the confluence with Angola Creek, respectively By proration,the calculated flow statistics at our point of interest just downstream of Angola Creek are as follows. Copies of our email correspondence with USGS (Curtis Weaver)and other pertinent technical information can be provided for your use upon request. The Town of Surf City would like to explore the possibility of disposing of a portion of its tertiary treated effluent via NPDES permit discharge at one of these two locations. Please review the above information at your earliest convenience and provide us with speculative NPDES permit limits at each of these two locations.
