ATTENTION: REGULATORY- PCN Application Submittal for Nationwide 12 and Preliminary Wetland Jurisdictional Determination for Proposed Folkstone Wells Site in Onslow County, NC Dear Mr. Bailey: The Catena Group, Inc. (TCG) has completed a wetland delineation study for a proposed Onslow Water and Sewer Authority production well site along Old Folkstone Road in Holly Ridge, Onslow County, NC. TCG, acting as permitting agent for Onslow Water and Sewer Authority (ONWASA), seeks approval from the U.S. Army Corps of Engineers for 0.055 acres of unavoidable impacts to waters of the U.S. under Nationwide Permit 12. The purpose of this project is to construct two new wells drawing water out of the Upper and Lower Castle Hayne aquifers for an estimated total capacity of 700 gpm in order to bring the Dixon Water Treatment Plant to full capacity and meet potable water demand. This project is helping ONWASA to meet the Central Coastal Plain Capacity Use Area requirement of reducing pumpage of the Black Creek Aquifer. In addition, this project is eligible for economic stimulus funding (ARRA) as long as all environmental permits are obtained prior to June 1, 2009. It is our understanding that the USACE has 30 days to review nationwide permit applications; however, we would be considerably appreciative if this permit application review could be expedited to meet the short deadline imposed by the federal stimulus project. Accompanying this letter is Site Plan Sheet C4 as well as the July 2008 delineation report, maps, and wetland determination data forms for all surface waters located within and adjacent to the project study area. We would like to request a preliminary JD in conjunction with the PCN submittal for all surface waters delineated within the project study area depicted in Figure 2 of the attached report. Also enclosed as attachments to the PCN form is the April 7, 2009 US FWS response letter (PCN Section F5d) and the March 27, 2009 letter sent to SHPO requesting their comments regarding historic and cultural resources (PCN Section 177b). Please note that we have not yet received a response from SHPO, yet expect a response shortly as part of the Categorical Exclusion required by NCDENR as part of the ARRA application. The new well sites are located adjacent to Folkstone Road in the township of Holly Ridge, NC, and are known as Dixon Well Sites #8 and #9. Water from these wells will be routed through new and existing raw water transmission lines to the Dixon Water Treatment Plant for treatment and finishing. All work will be performed on ONWASA-owned property. A 12-foot wide driveway is proposed to cross a wetland to access the wells. Overhead electric power lines are proposed to parallel the access driveway. See attached plan sheet depicting general location of the well field and other site details (drawing number C4). Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Water production wells are proposed to be installed in an upland area. The wetland on the site bisects the property and therefore cannot be avoided; however, wetland impacts were minimized by designing the driveway to cross the wetland at a perpendicular angle in a shorter/smaller section of the wetland. Overhead powerlines were also placed closer to the driveway through the wetland to further minimize impacts. 1 b. The Catena Group (TCG) was contracted by Groundwater Management Associates, Inc. to conduct stream and wetland (surface waters) delineations within the project study area. The objective of this report is to determine the locations and extent of surface waters subject to protection under Section 404 of the Clean Water Act. 2.0 Project Description The project study area, a 300 ft X 300 ft (2.07 acres) surveyed parcel, is located on Folkstone Road (SR 1518) approximately 300 feet east of the intersection of Highway 17 (34°31'23" N, 77a 30'31" W) (Figure 1, Appendix I). 3.0 Methodologies TCG was provided maps depicting the project study area. Additional mapping resources used in this investigation include the most recent United States Geologic Survey (USGS) 7.5-minute topographic quadrangle map, and the United States Department of Agriculture (USDA) Web Soil Survey. TCG conducted the field investigations on July 23 under partly cloudy weather conditions. All drainage features and potential wetland areas were evaluated to determine if they met the criteria for jurisdictional status. Jurisdictional delineations were performed using the three-parameter approach as prescribed in the 1987 US Army Corps of Engineers (USACE) Wetlands Delineation Manual (Environmental Laboratory 1987). Supplemental technical literature describing the parameters of hydrophytic vegetation, hydric soils, and hydrological indicators were also utilized. USACE wetland routine determination forms were completed for each wetland system (Appendix II). Wetland boundaries were marked with pink and black striped flagging. All flags were surveyed using a hand-held GPS unit with sub-meter accuracy. 4.0 Qualification of Investigators The representative of TCG conducting this investigation was Chris Sheats. Mr. Sheats is a project manager for TCG with five years of experience conducting natural resource investigations. Wetland I (W 1) is a headwater wetland approximately 0.3 acre. The wetland continues off the property to the southeast (Figure 2). The soil in Wetland 1 meets field indicator F3 as noted in the Field Indicators of Hydric Soils in the United States (USDA, NRCS 2003), which states: F3. Depleted Matrix. A layer that has a depleted matrix with 60 percent or more chroma of 2 or less and has a minimum thickness of either: a.) 2 inches entirely within the uppers 6 inches of the soil surface OR b.) 6 inches starting with 10 inches of the soil surface 6.0. Summary No jurisdictional streams were observed within the project study area. One wetland, approximately 0.3 acre, was observed and delineated. It is the opinion of TCG that this feature is regulated by the USACE under Sections-404 of the Clean Water Act. This report is provided for preliminary planning purposes only. It is recommended that if this wetland is impacted through site development, then Onslow County request a jurisdictional feature verification from the regulatory agencies prior to, or in conjunction with, requesting federal and state permits.
