Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The Greenway Connector project site is in Wilkes County on the south side of the Town of North Wilkesboro, NC. The project area is a linear corridor and is located along the Yadkin River "river left" between the NC 18 bridge and the Memorial Park complex (west to east). Multiple private property owners have dedicated permanent easements to the Town of North Wilkesboro along this riparian corridor in order to enable the project development. Dominant landuses in the general vicinity of the site include undeveloped riparian forest, commercial properties (north of the trail corridor), and agricultural land. A gravel trail already exists behind the Park and ag lands at the eastern (downstream) end of the project site. The proposed greenway connector will connect with this gravel trail and paved greenway sections further east. The topography at the project site is fairly flat and ranges from 960 to 980 ft above MSL (USGS TOPO Map). Three (3) un -named tributaries (UT1, UT2, UT3) to the Yadkin River intersect the project area along its length (-1828 linear feet (If)). 4b. Explain the purpose of the proposed project:* The purpose of the project is to construct 1,828 If of recreational greenway trail as part of the larger Yadkin River Greenway in the Town of North Wilkesboro. The greenway section will connect existing greenway sections at Mulberry Fields and Memorial Park. Much of the existing forest buffer between the proposed trail and the Yadkin River is disturbed or degraded; forest buffer restoration via plantings and invasive species removal will occur in conjunction with the greenway trail development and much of the project is funded through grants to improve recreation, water quality, and environmental education. 4g. Describe the overall project in detail, including indirect imapacts and the type of equipment to be used:* The proposed greenway trail will be a 12 ft wide gravel trail. The proposed trail begins at the NC18 bridge, connecting with the existing Mulberry Fields Greenway trail under the bridge. The trail continues, roughly eastward, paralleling the Yadkin River. Some grading is required to achieve a consistent slope and stable trail base; all proposed grading and slopes are given on the site plan and cross-sections. Atypical trail cross-section is also provided. The stream crossings are as follows (upstream to downstream): UT -1 will be crossed with a culvert/junction structure at STA 5+44; UT -2 will be crossed with a culvert structure at STA 6+48; UT -3 will be crossed with a pedestrian bridge from STA14+70 to STA 15+40. The culverts are proposed as 42" CMP and the pedestrian bridge is pre -fabricated and will be lowered onto footers via crane. A combination of trachoes, skidsteers, and dump trucks will be used to perform the proposed work. Ingress/Egress and staging areas for this project will be located at behind the Midtown Garden Market (339 Wilkesboro Ave) and east of UT -3 on Memorial Park property (approximately STA 15+60 behind the ABC store commercial property along Wilkesboro Ave.). A NCGC Construction Stormwater Permit application and ESC plan will be submitted to the NCDEQ Division of Energy, Mineral, and Land Resources for approval, and will detail all ESC measures and the project Planting Plan. 4h. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:* The proposed work is intended to provide a recreational facility as well as restore the forested riparian buffer of the Yadkin River via plantings and invasive plant removal. A pedestrian bridge is proposed at UT -3 to avoid all impacts to the stream during and after construction. Impacts via culverts at UT -1 and LIT -2 cannot be avoided by shifting the greenway corridor footprint. The minimum amount of culvert pipe is proposed at these two crossings to facilitate greenway construction. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:* Flow will be diverted around the culvert installation area at UT -1 and UT -2 using sandbags and pumps to avoid sedimentation to surface waters. All heavy equipment will be kept out of the stream channel during project construction except where absolutely necessary to install culvert structures. An Erosion and Sediment Control Plan will be submitted to the NCDEQ Division of Energy, Mineral, and Land Resources for approval, and will detail all ESC measures and the project Planting Plan. 2.
