Cumberland County commission-
ers rezoned more than 41 acres of
land Monday night that is expected
to be usea to store egmpmem ror the
Atlantic Coast Pipeline, but the proi-
ect was not mentioned.
In'other action, commissioners
approved' a preliminary engineer-
ing'report that will estimate the cost
of running water lines to the Gray's
Creek area. Tests of some wells that
provide water to'houses in the area
showed elevated levels of GenX,
which is made at the Chemours plant
off N.C. 87 just across the county line.
The rezoning issue approved by
commissioners involves land on
Downing Road, near N.C. 24, from
residential to planned industrial. The
Cumberland County Planning Board
last month unanimouslyapproved the
change, which was recommended by
the planning department staff.

Atlantic Coast Pipeline LLC to build the
pipeline.
How much will it cost? About $5 billion

start in West Virginia and run through Virginia

comment time. He said after
the meeting that he did not

know what happened," he said.
"It's like I got sucker punched."
In a separate zoning case,
Commissioner'Glenn Adams
didn't like the rationale for the
change mentioned about the
future Interstate 295. He said
the land was about five miles
from the highway.
Commissioner Marshall Fair -
cloth questioned whether it was
that far away.

Adams said he went to the
site recently.
"That's how I know," he said.
Faircloth responded that he
went in the area to go to a popu-
lar restaurant.
Both voted for the change.
The preliminary engineering
report VIP apProved by com -
missioners without discussion.
The commissioners' Finance
Committee had discussed it
last week.
The report will look at how
much it would cost to run water
lines to an area that includes
a
land around the Chemours
plant.
The plant makes GenX, which
is used to make nonstick coat-
ings on cookware -and in other
products. The compound has
been linked in animal studies
to several forms of cancer, but
it isn't known if the effect is the
same in humans.
The chemical has been
detected in more than iso private
wells at a level higher than the
state's provisional health goal.
The Fayetteville Public
Works Commission has agreed
to pay half the cost of the pre-
liminary engineering report.
Commissioners have said that
they want to work with PWC if
they decide to run water lines
to the area.
County officials say that if
the county decides to move
forward with the project, it
likely will seek state and federal
funds to help pay for it. County
Manager Amy Cannon also has
talked with the manager of the
Chemours plant about contrib-
uting to the effort, but has not
received a commitment.
