City of Washington Beaufort County Major Modification CAMA Major Permit #90-09 Project setting The City of Washington has submitted the attached application for the replacement of the existing fishing pier at the Havens Garden Park as a Major Modification of CAMA Major Permit No. #90-09 issued to the City of Washington on 6 July 2009. CAMA Major Permit No. 90-09 authorized the construction of a pedestrian boardwalk. The Permit was modified on 1 February 2011 to install a floating canoe/kayak platform on an existing pier located upstream of the existing boat ramp. The Permit was modified to construct a new public boat ramp on 14 October 2011. The project site is located at Havens Garden (City Park and boat ramps) on Runyon Creek off the Pamlico River at the NC 32 Bridge crossing in the City of Washington in Beaufort County, North Carolina. The site is a ±6.27 acre tract owned by the City of Washington and the property is bisected by NC 32. Havens Garden has ±1,308' along the Pamlico River and ±436' along Runyon Creek. The property has a bulkhead along the river front. The area under the bridge is stabilized with riprap. The bulkhead continues on the upstream side of the bridge on the landward side of an existing vegetated wetland area. Currently there are piers located on both upstream and downstream properties. Additional development on the Pamlico River side of the site includes a shelter, paved parking area, playground area, and a fishing pier. The fishing pier is 158' long by 8 wide with a 25'2" by 9'4" T -Head platform. The River is approximately 0.75 miles in width at the location of the existing fishing pier. Water depth at the terminal end of the pier is approximately 5.0' below Normal Water Level. The Runyon Creek portion of the park includes the 2 boat ramps and 2 access piers, as well as a paved parking area. The park is vegetated with a maintained lawn, a few hardwoods trees, shrubs, and a small vegetated wetland area (at the north end of the site between the bridge and the boat ramps). The northern (upstream) end of the property on Runyon Creek abuts a commercial metal working business with a bulkhead and pier. The western (upstream) end of the park on the Pamlico River terminates at the Carolina Coastal Railway. The Pamlico River and Runyon Creek are both classified SC -NSW by the Environmental Management Commission and are closed to shellfishing. The Pamlico River at this location is designated as Coastal Waters by the Division of Marine Fisheries. There is no submerged aquatic vegetation (SAV) present in the project area. This area is subject to the N.C. Division of Water Resources Tar -Pamlico Buffer rules Project description The applicant proposes to replace the existing fishing pier. The proposed pier will be 168' long by 9' wide with a 28' by 11' T -head platform and will not exceed the quarter width of the River. This pier does not extend beyond the adjacent pier and is not within the 15' riparian setback. There is no formalized dockage proposed. The proposed pier will be in the same location as the existing and will not be an obstruction to navigation. Anticipated impacts The construction of the pier and platform will shade ±1,820 ftZ of River bottom. The project will result in localized short-term turbidity from the installation of the pier and platform pilings. Kelly Spivey 16 March 2018 Form DCM MP -1 6. Additional Information a. A project narrative. Despite the City of Washington's close proximity to waterway and fishing resources, the recreational fishing community has limited access to shoreline -based fishing opportunities. In response to this need, the City of Washington seeks grant funds to remove the existing fishing pier and replace it with a handicap accessible fishing pier. The existing pier has undergone a number of repairs due to hurricane damage. Some in the community feel the pier is inadequate and unsafe. The pier will include fishing platforms to enhance access to fisheries resources of the Pamlico River and will meet ADA requirements to accommodate anglers of all abilities. The new pier will increase the width from 8' to 9' in order to provide the public better access for ingress/egress and fishing accessibility. In addition, the City of Washington received a grant through Trillium Health Resources in Spring 2016 and constructed a fully accessible playground at this park. These two projects will complement each other and enhance recreation opportunities for people of all abilities. Broader access to waterway and fishing resources would be achieved by the proposed Havens Gardens Park Pier. The anticipated environmental impacts of the proposed project are minimal while enhancing access to fisheries resources. This grant will help increase shoreline - based fishing opportunities for anglers who do not own boats and anglers with limited mobility. b.
