SUBJECT: Notiiication of Start of Study Activities for STIP No. U-5790, NC 132 (South
College Road) at US 421 (Carolina Beach Road) Improvements Project, New
Hanover County, WBS No. 44362.1.2
The North Carolina Department of Transportation (NCDOT) is beginning to study improvements
at the NC 132 (College Road) and US 421 (Carolina Beach Road) intersection in Wilmington
North Carolina. Proj ect alternatives may include grade separated improvements such as flyovers.
Right of way acquisition is scheduled for Fiscal Year 2020 and construction is scheduled for
Fiscal Year 2024.
We would appreciate any information you might have that would be helpful in evaluating
potential environmental impacts of the project. At this time, it is anticipated that a Federal
Categorical Exclusion (CE) will be prepared for this project. The project will likely require the
following permits: USACE Section 404 permit and NCDENR Section 401 Water
Quality Certiiication. Please respond by May 04, 2018, so that your comments can be used
in the selection of alternatives to be studied for this project. PDFs of the vicinity and
environmental features map are attached for your reference.
