'V Jr. SECRETARY ,. 09306® Subject: Notification for Nationwide Permit 14 (Minor Road Crossing) NCDENR 401 WQC 3704 Culvert Replacement SR-1123 (Creeksville Ch Rd) Harnett County State Project Number: 6C.043097 The North Carolina Department of Transportation (NCDOT) has scheduled to clear, grade, drain, base and pave SR-1123, Harnett County. Total project length is 0.49 miles. The roadway footprint will be widened from 45 feet to 60 feet and stabilized grass shoulders (6 foot) will be provided. This project will require the replacement of three (3) wet cross lines as shown below: Crossing Roadway Station Existing Culvert Proposed Culvert Permit site 91 Sta. 12 + 00 40 LF 24" RCP 56 LF 42" RCP Permit site 92 Sta. 15 + 00 44 LF 24" RCP 64 LF 36" RCP Permit site #3 Sta. 23 + 67.11 1 (40 LF 18" RCP) 1 40 LF 18" CMP 52 LF 36" RCP New Stream Impacts = 48 linear feet Wetland Roadway Station Wetland Impacts Permit site #I Sta. 12 + 00 0.018 acres New Wetland Impacts = 0.018 acres Construction of this project will require impacts to the waters of the United States in the Cape Fear River Basin. All permit sites convey drainage to Jumping Run Creek (Class C) which then flows into the Little River. The project is located within the 03030004 Hydrologic Unit, sub basin 03-06-14. P. O. TIP Project U- 3465 will improve Ray Road to a multi-lane facility from NC 210 to SR 1 120 (Overhills Road). The anticipated let date for U-3465 is 2011. There is sparse residential development along SR 1 123. Permit Site #1 is located at Ration 124-00. The current culvert is 40 L,F 24" RCP and NCDOT proposes to increase the culvert to a 56 LF 42" RCP. The UT to Jumping Run Creek is a perennial stream with a small swath of wetlands at the entrance of the proposed culvert. The total wetland impact for Permit Site #1 is 0.018 acres which is necessary to bring SR 1 123 up to current safety standards. In order to provide for aquatic life movements, the culvert will be buried 8 inches below the existing stream invert. Permit Site 42 is located at Station 15+00 and also conveys a perennial UT to Jumping Run Creek. The existing 44 LF 24" RCP will be removed and replaced with a 64 LF 36" RCP. The proposed pipe will be buried 7 inches. Permit Site #3 is located at Station 23+67.11. This site has twin culverts under the roadway; a 40I,F 18" CMP and a 4011 18" RCP. The ends of the pipes are buried. The pipes will be removed and replaced with a single line of 52LF 36"' RCP. RESOURCE STATUS In general, there will be minor impacts proposed as a result of the replacement of the culvert along SR-1123 (Creeksville Ch Rd.) in Harnett County. This culvert site has undergone human manipulation. A Nationwide Permit #14 / NCDENR 401 WQC 3704 is required for the project. Endangered Species: Plants and animals with Federal classification of Endangered (E) or Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered Species Act of 1973, as amended. As of January 31, 2008, the U.S. Fish and Wildlife Service lists four federally protected species for Harnett County. A biological conclusion of "No Effect" was reached for all species during the November 18, 2008 survey for protected species. Protected species were not identified, nor, was the general habitat for each species identified. REGULATORY APPROVALS Application is hereby made for a Department the Army Nationwide Permit 14/ NCDENR 401 WQC 370=1 as required by the above-described activities. The National Register was reviewed in addition to conducting a field view of the project for significant historic features. The project impacts are minor in nature and should not remove or degrade existing water quality uses. Pipe sizes proposed are the minimum necessary to create a safe highway while accommodating the 25-year design storm. There is no record within the NCDOT District 2 Office (Harnett County) that the road experiences flood overtopping. By utilizing the erosion control measures, downstream water quality standards will be protected. All appropriate BMP"s will be utilized during construction. To ensure that the roadway meets current safety standards, the road will be paved to a width of 20 feet, 6 foot grass shoulders will be installed on each side and 3:1 side slope will be provided within the 60 foot right of way. 3e. Describe the overall project in detail, including the type of equipment to be used: Bring SR 1123 up to current safety standards, ie. 20 foot paving with 6 foot stabilized shoulers and 3:1 side slopes within a 60 foot right of way. The exsiting culverts are deteriorated and need to be replaced. Impacts will be minimized as much as possible. The culverts will be replaced utilizing a track-hoe excavator.
