I am sending the letter and graphic concerning the ash removal from Wetland D at Dan River for the Stormwater Diversion for
your review for approval. The project scope is the removal of ash from Wetland D discovered during clearing of the dredge
pool.

Coal Ash Removal

Dear Mr. Bailey:
Duke Energy is currently in the construction phase of the Dan River Steam Station Stormwater
Diversion Project. Impacts to jurisdictional features are authorized by Individual 404 Permit
USACE Action ID. No. SAW -2015-01381 issued by the US Army Corps of Engineers (USACE)
and Individual Water Quality Certification No. WQC004126 issued by the N.C. Division of Water
Resources (NCDWR). During a phase of project construction, coal ash was identified in
portions of Wetland D upstream of the former dredge pond (see attached Figure).
Coal ash has replaced the soil component within the central and southern portion of Wetland D.
The coal ash occupies approximately 0.1 acre of the 0.16 -acre wetland and extends from the
surface to approximately 12 inches below surface. Duke Energy proposes to remove the coal
ash from within Wetland D utilizing heavy equipment and return the excavated area to the
approximate original contours. Prior to excavation activities, the stream north of the coal ash
area will be diverted outside of the excavation area outside of the wetland area utilizing a pump
around (indicated by the red dot on the attached Figure). Duke Energy will backfill the
excavated area with native soil fill material, re -contour to match existing wetland surface
elevations, and then cover with a planting medium to support the re-establishment of wetland
vegetation. This area will be planted with an appropriate wetland seed mix and covered with
coir fiber erosion control matting. In order to reduce erosion issues, areas adjacent to Wetland
D which are distributed by heavy equipment during ash removal will also be re-contoured,
planted, and cover with coir fiber matting. The coir fiber matting used will be suitable for use on
slopes of 1:1 or lower. Once the excavated area has been planted and covered with coir fiber
matting, the temporary stream diversion will be removed. Upon receiving notice to proceed
from the USACE, Duke Energy anticipates the ash removal activities and site seeding measures
will be completed in ten working days.
Duke Energy is requesting concurrence from the USACE to proceed with the proposed coal ash
removal activities under USACE Action ID. No. SAW -2015-01381 and NCDWR Individual Water
Quality Certification No. WQC004126.
