DMR data used, was collected monthly starting January 2015 to December 2017. Included are LTM, SIU, Uncontrollable and DMR data summaries. The Long Term Monitoring Plan was approved March 7, 2013 to use Method 245.1 for Influent. Method 1631 will remain the same for Effluent sampling. Removal Rates Removal rates used are derived from LTM data except when more that 50% of data is below detection level, and then literature removal rates are used. Due to less than 50% removal rate for Arsenic, Cadmium, Chromium, Copper, Total Cyanide, Lead, Mercury, Molybdenum, Nickel, Selenium, Silver, and Zinc, the literature rates and zero removal rates was used, respectively. Extra Metal Samples (Cu, Cr, and Zn) were run for both Influent& Effluent samples. This was due to our Spec. was not meeting detection levels. The samples have been sent out since January 2016. Inhibition Loading • Inhibition loadings were based on literature values except where a higher loading was actually measured in the aeration basin. Where literature values were used, the more stringent value was used from the Activated Sludge Inhibition table and Nitrification Inhibition table. Sludge Loading Fourth Creek sludge is all processed as Sta-Lime (lime stabilized sludge used as fertilizer) and therefore the more stringent Monthly Average Ceiling Concentration limits from the Sta-Lime Permit were used. Uncontrollable Concentrations Uncontrollable concentrations were derived from the number that most closely balanced the loading to the influent as chosen from the mass balance, uncontrollable sampling and literature. POTW Average Flow DMR Effluent flow average was used in the HWA calculations. Plant Design Values The Design values for BOD, TSS, NH3, and Total Nitrogen have been added and used for Design Criteria Loading. Land Application/Composting Permits 3'd Creek WWTP uses 4th Creek WWTP three permits (Sta-lyme, Synagro, and the City of Statesville). The City of Statesville Permit has never been used. It is an emergency back-up to the other sludge permits. 50 years was chosen for Sludge Site Life. This decision was made by the Plant Supervisor.
