Dear Ms. Ventaloro:
Piedmont Natural Gas (Piedmont) is planning the Line 446 Gas Pipeline in response to a request from
Duke Energy Corporation (Duke Energy) for Piedmont to provide a natural gas supply to their Belews
Creek Steam Plant. In order to meet the request, Piedmont is expanding their system with
approximately nine miles of 24-inch diameter transmission pressure gas pipeline that will be placed
within a 60-foot wide permanent easement. This letter is to notify your agency and request comment
since the proposed pipeline will cross a FERC-licensed lake, Belews Lake. Following is a brief description
of the project including a location map along with a plan and profile drawing of the proposed lake
crossing.
The FERC Regulatory Agency consultation process requests review, comment and permit requirements
from coordinating regulatory agencies within a 30-day period from the certified mail delivery date to the
Agency. It is necessary to receive a documented response from all Agencies during the consultation
process. The 30-day period for an estimated March 27, 2018 certified mail delivery date will be April 26,
2018. Please provide a response before this date.
PROPOSED PROJECT DESCRIPTION
The proposed pipeline will begin at a new tap of the existing Williams -Transco pipelines near the
intersection of US 158 and US 220 in Stokesdale, Guilford County, North Carolina. From Guilford County,
the pipeline will traverse Rockingham and Stokes Counties to the termination at the Belews Creek Steam
Plant. The northern termini of the project will be at a metering and regulating station on the Steam
Plantproperty. A USES map showing the full route, including access roads, is enclosed.
The crossing of Belews Lake will be installed by horizontal directional drill (HDD). The estimated pipe
length of the HDD will be 3,860 feet. As shown on the enclosed plan and profile drawing, during
construction the drill rig will be placed in the temporary workspace on the east side of the lake. The drill
exit will be on the west side of the lake. The HDD start and end points are both external to the FERC
Project Boundary of Belews Lake. Temporary workspace for stringing the gas pipe prior to installation is
also on the west side of the lake. The gas line will be installed approximately 25 feet below the bottom
of the deepest part of the lake.

Piedmont is acquiring a 60-foot wide permanent easement for the proposed gas line. This easement will
be cleared of trees to maintain sight lines along the gas line right-of-way. This will require the removal of
trees within the FERC Project Boundary (725.0 MSL elevation).

As discussed previously, please review this information and provide a response within 30 days
(estimated April 26, 2018) containing comments and permit requirements for the proposed gas line
