Explain the purpose of the proposed project: The purpose of this project is to provide an interconnection between two large existing water mains on River Road and Carolina Beach Road. 3e. Describe the overall project in detail, including the type of equipment to be used: The project consists of approximately 4,500 linear feet of 16-inch water main to connect existing water mains on River Road and Carolina Beach Road. The project is located along the River Road corridor. It parallels the Duke Energy transmission line to the east and the River Lights property to the west. The pipeline will connect to a future water main near the west end of Barnard's Landing Road and will extend to the south side of the Lorraine Drive and River Road intersection where it will connect to the water main on River Road. The applicant will dig a trench within the easement and install the waterline. A 40' wide construction corridor (30' utility easement and 10' construction easement) will be used. Material removed from the trench will be stockpiled in adjacent upland areas within the easement. Once the pipe is installed, the trench will then be returned to pre-construction grades. In wetland areas, organic material removed from the trench will be returned to the top 12" and the area will be seeded. Standard construction equipment will be used. 4. The NC Natural Heritage Program GIS layer was used to determine the presence of federally listed species. The American alligator is known to occur within the Cape Fear River, Motts Creek, and Barnards Creek. No impacts to these waterways will occur from this project. Furthermore, LMG staff evaluated the larger RiverLights site in 2016 for red - cockaded woodpeckers. No RCWs or cavity trees were identified. LMG provided this information to the USFWS and they concurred with the findings. Additionally, the northern long-eared bat is known to occur within New Hanover County. Some forested areas will be cut on site, which could affect roosting habitat of the bat. However, this species is a habitat generalist and the clearing is not expected to adversely affect this species. No blasting or other percussive activities will occur as a result of the waterline installation. No impacts to federally -listed species are anticipated to occur from this project. 6.
