Openin� Remarks/General Comments:
Jason Elliott opened the 2017 monitoring report meeting with some general comments. Mr.
Elliott stated that DOT will schedule field reviews for potential closeout and any project issues
that need to be resolved once the report review meetings have been completed. He also pointed
out that all of the monitoring and stewardship reports were on line at the following web address:

Monitorin� Reports:
Division 9
I-2304 Yadkin River (Rowan) - Year 3/5
DOT noted that there is good vegetation survival at the site. NCWRC inquired
about hydrology, DOT stated gauges are not required per permit conditions. DOT
explained that the site closely matches the adjacent wetland elevations. DOT
proposes to continue monitoring in 2018.
Division 10
R-2248D Dixon Branch Site 19
Byron Moore explained the recent phone conference call with the developer, their
consultant and DOT representatives. DOT cannot afford to allow the developer to
impact the site. The plan is to implement the minor repair plan on the stream
banks upstream of the culvert in spring of 2018.

Division 12
I-3819A UT to Fourth Creek (Iredell�
Randy Griffin explained the potential impacts to the I-3819A mitigation site due
to the upcoming I-3819B design build project. I-3819B's current schedule is
Scoping in January 2018 with a LET date of September 2018. DOT will
reconcile the credits during the I-3819B permitting process. DWR requested that
DOT re-send the impact map to the agencies. The remaining I-3819A mitigation
area has had site prep work completed and will be planted in two weeks. DOT
will resume monitoring in 2018.
Division 13
R-2518A Middle Fork Creek Site I(Madison�
No report was completed during the 2017 monitoring year. Site repairs are
scheduled for April 2018 once the trout moratarium is lifted. DOT proposes to
continue monitoring in 2018.
R-2518B UT to Bald Creek Hydro Site #7 (Yancex) - Year 8/5
DOT completed repairs at the site in July 2017 and reforestation on the impacted
areas was completed in February 2018. DOT proposes to continue monitoring in
2018 with the monitaring period to possibly be up to three years.
R-2518B UT to Cane River Site #12 (Yancey) - Year 6/5
Right of way fence to prevent future encroachment is to be installed in
Spring/Summer of 2018. The site has been closed for monitoring with the
exception of the R/W fence installation.
R-2519A Geor�es Fork Site #26 (Yance�) -*Year 4/5*
Fencing at the site is now complete to the culvert. No additional bank erosion
was observed in 2017. DOT will remove the stream gauge at the site. DOT had
proposed to continue monitoring but will schedule a site visit for potential
closeout of the site.
R-2519A Plum Branch Site #33 (Yance�) -*Year 4/5*
Signs have now been installed. DOT will remove the stream gauge at the site.
DOT had proposed to continue monitoring but will schedule a site visit for
potential closeout of the site.
R-2519A Plum Branch Tributary Site #32 (Yancex) -*Year 4/5*
Repairs on the cross vanes and riffles have now been completed and are stable at
this time. DOT will remove the stream gauge at the site. DOT had proposed to
continue monitoring but will schedule a site visit for potential closeout of the site.

R-2519A Shoal Creek Site #29 (Yancex) -*Year 4/5*
Kudzu has been continuously treated at the site. DOT will remove the stream
gauge. DOT had proposed to continue monitoring but will schedule a site visit
for potential closeout of the site.
U-2550B East Pron� Huntin� Creek (Burke) - Year 3/3
WRC and USACE requested an additional year of monitoring. The site has been
fenced and signage installed. DOT proposes to continue monitoring in 2018.
Division 14
B-3187 West Fork Pigeon River (Ha.�) -*Year 5/5*
No USACE closeout needed. Additional signage has been installed at the site.
DOT will schedule a site visit with USFWS and proposes to discontinue
monitoring.
I-5402 UT's to Hominy Creek (Ha.�) -*Year 4/5*
DOT will schedule a site visit if requested and potentially closeout the site if the
agencies approve.
Closing Remarks:
R-5206 Co�e Creek: Recently constructed site with planting to be completed
soon. First year report will be submitted in 2018.
I-4729A Horse Creek: Division project that has recently been constructed. As-
built should be submitted soon. Monitoring will be completed through the
Division but the report will be submitted on DOT's website.
