Pretreatment Narrative 2017
City of Newton's Pretreatment Program
-The Headwork's Analysis is in the process of being approved as of March 2017.
-The Long Term Monitoring Plan was approved on 8/5/2015.
-The Sewer Use Ordinance was approved on 2/11/2013.
-The Enforcement Response Plan was approved on 8/8/2016
-The Allocation was last updated on 11/11/2016.
-The Industrial Waste Survey was updated by Eric Jones and approved on 3/26/2015.
-On Newton's IDSF, if results are BDL, then we use 1/2 DL as value.
-Also on Newton's IDSF, the pollutants Selenium and Fluoride are listed as Annual Testing Only
and testing is conducted to support the requirements of the LTMP and Land Application testing.
Clark Creek WWTP
For 2017, the City of Newton's Wastewater Treatment Plant had no violations.
We did have 3 basin overflows in 2017.
02/02/2017-Approximately 2500 gallons of filter backwash overflowed the backwash basin.
This was because the basin drain had been closed. Overflow was contained to the plant.
02/14/2017-Approximately 2000 gallons of filter backwash overflowed the backwash basin due
to a power flicker that occurred while washing the filter. It reset the wash; the operator caught
it and shut down the wash. Overflow was contained to the plant.
12/14/2017-While re-circulating the #1 thickener, the drain was down and it overflowed the
trough that runs to the influent. Approximately 1500 gallons of sludge overflowed the drain. It
was contained to the sidewalk between the#1 and #2 thickeners. It did flow down the steps
between the D/W bldg It went into the drain that is piped to the Influent. We cleaned up area
and washed it back to the Influent to be run back through the plant. It was contained and none
reached the storm drains.

-Nickel Alloy Welding Materials Manufacturing
First Six months: No Violations.
Second Six Months A four day Self-Monitoring sampling event was conducted September 6-13, 2017
and revealed the following violations: One NOV for daily Nickel and one NOV for monthly Average Day
one of sampling results showed elevated nickel levels for daily maximum and nickel monthly It was
noted on this date that the filter system pump (installed on 11/7/2016) became clogged with debris and
shut down during the sampling period Since that event, Special Metals installed a more robust pump as
well as a primary filter protecting the pump from large debris preventing this occurrence in the future.
They did another sampling event for 24 hours on 12/5/2017 and they were in compliance with their IUP
for Nickel. Due to Additional sampling and installation of new pump,they were not in SNC
Technibilt, LTD

City of Conover
The City of Newton and the City of Conover have an agreement that Newton will treat some of
Conover's Wastewater. This agreement was initiated because of the closing of Conover's
Southeast WWTP. The City of Conover currently has 2 industries included in this waste stream
that are classified as Categorical Industrial Users. These industries are:
-Engineered Controls
- Hickory Springs
The City of Conover is the Control Authority for the industries within Conover. Permits for SIU's
and non-domestic users on Conover's Collection System discharging to Newton's Clark Creek
WWTP will be based on the available loadings for the Clark Creek WWTP.
