Dear Sir or Madam:
As specified in Condition 111.6. of Ash Reuse Permit WQ0000020, dated February 17, 2006 and extended
by Session Law 2009-406 and 2010-177, records of ash utilization and representative ash analyses shall
be submitted annually to the Division of Water Resources. During 2014, the Asheville and Roxboro
Steam Electric Plants distributed ash for reuse purposes. No ash distribution projects were conducted
during 2014 at the other sources listed in Condition 11.3.a., i.e. Cape Fear, Lee, Mayo, Sutton and
Weatherspoon Steam Electric Plants.
Enclosed are three copies of: (1) analytical data from representative ash samples for those sources that
distributed ash during 2014, and (2) ash utilization records for projects using ash generated at DEP's
Asheville, and Roxboro Steam Electric Plants. This submittal is made in satisfaction of all monitoring and
reporting requirements specified in Conditions 111.2., 111.3., 111.4., III.S. and 111.6. of the above -referenced
permit.
The Asheville Steam Electric Plant provided ash for fill projects at the Asheville Airport which have
groundwater monitoring wells associated with them. Groundwater results for calendar year 2014 at the
Area I background well and review boundary wells showed the following:
• The background well (MW -4A) and all three review boundary wells had pH values below the
range of 6.5 to 8.5 SU for both monitoring events (April and November 2014 );
• MW -4A had iron and manganese values above the standard for both events.
• MW -5 had iron values above the standard during both events and a manganese value above the
standard for the April event.
Groundwater results for calendar year 2014 at the Area III background well and review boundary wells
showed the following:
• The background well (MW1A) and all review boundary wells had pH values below the range of
6.5 to 8.5 SU for both monitoring events (April and November).
• MW1A had chromium, manganese, and iron values above the applicable standard for the
November event.

manganese values above the standard for both events.
• MW2 had manganese values above the standard for both events
• MW3 had manganese values above the standard for both events; and'iron and chromium values
above the standard for the November event
• MW4 had iron and manganese values above the standard for both events
• MW5 had manganese values above the standard for both events
• MW6 had iron and manganese values above the standard for the April'event
• MW7 had manganese values above the standard for,both events
Groundwater results for calendar year 2014 at the Area IV background well and review boundary wells
showed the following:
• The background well (MW1A) and all review boundary wells had pH values below the lower
range of 6.5 to 8.5 SU for all monitoring events.
• MW1A had chromium, manganese, and iron values above the applicable standard for the
November event.'
• For all six review boundary wells, only one, MW5 had any values above the standard. MW5
had a manganese value above the standard for the November event.
The form 'DMSDF' for the Asheville Steam Plant has been marked as 'compliant' during calendar year
2014 with all conditions of the permit as DEP does not believe that a contravention of the groundwater
standards occurred at these fill sites.
We include the ash distribution information on forms that the Department has provided. Additionally
we are providing a summary of the TCLP results in the attached table. Please contact me at 919-546-
