Ecosystem Enhancement Program 1619 Mail Service Center Raleigh, NC 27699-1619 Re: Glade II Restoration Project Alleghany County DWQ #09-0049 Dear Mr. Brown: Division of Water Quality Coleen H. Sullins Dee Freeman Director Secretary March 30, 2009 The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed the Additional Information letter provided by Ward Consulting Engineers, P.C. DWQ is concerned that given the small size of Wetland 3, this wetland may not adequately treat the water in the UT, which flows through a cattle pasture on the adjacent upstream property. Based on a site visit by Sue Homewood of the DWQ Winston-Salem Regional Office, cows currently have access to this stream. Please provide a demonstration that Wetland 3 would adequately treat the water entering the UT by using the sizing method outlined in the most recent version of the DWQ Stormwater Best Management Practices manual. If treatment is not proved to be sufficient due to the small size of the wetland, expansion of this wetland feature may be needed to provide effective treatment. We look forward to your response to the comments listed above. Please feel free to contact Eric Kulz at (919) 733-1786 if you have any questions regarding this project or our comments.
