PURPOSE OF TODAY'S MEETING
The purpose of today's meeting is to discuss the appropriate hydraulic structures for
stream crossings and possible alignment refinements in order to obtain concurrence on
Concurrence Point 2A (bridging decisions).
TIP Project R-2507A is included in the 2009-2015 Transportation Improvement Program
(TIP). The project involves widening US 13-158 to a multi-lane facility from US 158 near
Winton in Hertford County to US 158 in Tarheel in Gates County, a distance of
approximately five miles (see the attached vicinity map). ProposedThe total roadway
width will be 102 feet, which includes four 12-foot travel lanes, a 46-foot median and 4-
foot paved shoulders on each side to accommodate bicycle traffic.
It is anticipated approximately 150 feet to 330 feet of right of way will be required for the
project. Partial control of access will be obtained. All intersecting roadways will cross
at-grade, no grade separations or interchanges are proposed.
PROJECT PURPOSE AND NEED
The purpose of the project is to reduce traffic congestion and improve travel time and
safety along US 13-158 in the project area.
PROJECT SCHEDULE/COST
Right of way acquisition for the project is scheduled to begin in fiscal year 2011 and
construction is scheduled to begin in fiscal year 2014.
The cost estimate for the project included in the 2009-2015 Transportation Improvement
Program is as follows:
Right of Way Acquisition $ 6,000,000
Construction $16,200,000
Mitigation $ 2,030,000
Total Estimated Cost $241230,000

Jurisdictional surface waters are present in the project corridor. The Chowan River,
Buckhorn Creek, S1 and S2.are considered jurisdictional surface waters under Section 404
of the CWA. The amount "linear feet" of streams in each corridor by alternative is
provided below.
Jurisdictional wetlands are also present in the study corridor. The amount of wetlands that
are impacted is listed by alternative. (See Tables 2-4 and Figures 2a thm 2f)
