Project Development and Environmental Analysis Branch SUBJECT: Prgject Status Update, Proposed Extension of SR 1163 (Old Georgetown Road) from SR 1184 (Ocean Isle Beach Road) to NC 179, WBS Element 35501.1.1, TIP Project No. R-3432 The purpose of this memorandum is to provide the Merger team with the latest information concerning this project prior to the completion of the State Environmental Assessment. Originally, this project was included in the Merger process and a meeting was held in March 2005 to reach concurrence on Concurrence Point (CP) 1 (Purpose & Need). The team could not reach concurrence at the time and further environmental studies were required. Field studies were performed to insure that no protected species would be adversely affected by this project. The traffic forecast was reevaluated. Several new alternatives were developed that significantly minimized wetland and stream impacts: In September 2007, the USACE made the decision to remove this project from the Merger process based on the calculated impacts for Alternative 2A of approximately 0.19 acres of wetlands and 0 feet of stream impacts. NCDOT sent a letter to the Merger team members on September 21, 2007. In the 2007 memorandum, the concerns about Purpose and Need that were raised during the initial Concurrence Point 1 meeting were addressed. Additional traffic forecasts were performed that show that,when the proposed extension of SR 1163 (Old Georgetown Road) is built, traffic volumes will be decreased on existing NC 179 and more of the vehicle load will be shouldered by the new facility than was previously predicted. Extending SR 1163 (Old Georgetown Road) would provide increased connectivity between Calabash and Shallotte, while also alleviating capacity deficiencies on the existing facilities. Since that time, two new design changes have affected the wetland impacts for this project that NCDOT feels the Merger team should be made aware of: • Environmental Justice: Alternative 2A was originally designed to avoid most of the delineated wetlands but necessitated the possible relocation of five (5) homes. Under Alternative 2A, the proposed project world have caused notable impacts to a cohesive community of low income, minority family members. The proposed alignment for Alternative 2A world have led to the relocation of these property owners. With this in mind, a portion of the Alternative 2A alignminent was shifted approximately 400 feet north to avoid these homes. The new preferred alternative is referred to as Alternative 2B. • Left Turns: Based on the capacity analysis for the project, there will be a need to include left turn lanes at the intersections of the proposed extension of SR 1163 (Old Georgetown Road) with SR 1184 (Ocean Isle Beach Road) and with NC 179. Unfortunately, there are wetlands adjacent to these intersections. NCDOT was concerned that these design changes would increase the impacts to approximately 1.0 acre or above. Therefore, minimization efforts that NCDOT implemented include: • Using only a single turn lanes at these intersections • Shortening the storage length of the left turn lanes • Shifting the alignment south where proposed alignment ties to existing SR 1154 (Hale Swamp Road) The wetlands are calculated with a 20-foot buffer from the slope stakes. After these changes, the wetland impacts for Alternative 213 were calculated to be approximately 0.47 acres. NCDOT feels that the design changes to the project have not affected the original intent that the project can be processed under a nationwide permit with the USAGE. There are no other major natural or human resources being affected. At this time, NCDOT is not recommending a formal meeting with the entire Merger team. However, a small group consisting of USAGE, DWQ and DCM will meet with NCDOT representatives on Thursday, March 19 at 12:00 P.M. to discuss these concerns. NCDOT would like to solicit comments from all Merger team members concerning these issues prior to that meeting.
