We are preparing to submit a Pre-Construction Notification to the Corps of Engineers within the next two weeks and I wanted to start the application process with Cabarrus County at this time as well. I will contact you next week once you have had a chance to review the plans and we can discuss the permitting requirements for Cabarrus County as you mentioned in the last message. If you feel a meeting would be the most effective means of communicating project requirements, please advise and we can schedule an appointment at your convenience. Thank you for your assistance. Please make sure that Chapter 4(Waterbody and Watershed) of our Development Ordinance is on the design professionals radar so that they can make sure the project is meeting those standards. Let me know when you have the plans ready and we can further discuss permitting requirements. Susie From: Wayne Bell [mailto:WBell@ucsen.com] Sent: Monday, December 12, 2016 1:28 PM To: Susie Morris Subject: RE: Duke Energy - Windy Road Retail Hello Ms. Morris, We will be submitting our 60% review package to the client, Duke Energy this Friday. The drawings will show the proposed work at a level of detail which will enable us to discuss and hopefully, answer your questions at that time. Currently, the project limits of construction will be very close to 1 acre in extent. (IE replacement of pipe, stockpile, staging area and haul road as needed) Susie From: Wayne Bell [mailto:WBell@ucsen.com] Sent: Friday, December 09, 2016 5:36 PM To: Susie Morris Subject: RE: Duke Energy - Windy Road Retail Hello Ms. Morris, Thank you for the reply. We are proposing double 8x8 (height x width) precast box culverts, which would result in a span of 16 feet. There is an existing 6 foot diameter corrugated metal pipe in the location where we are proposing to put the culverts and it is frequently overtopped by runoff. Here is the link to that section of our ordinance: https://www.cabarruscountv.us/overnment/departments/plannin- development/zonin ordinance/commerce zonin ordinance overlay zones chapter 4.pdf The property is also located in the Critical and the Protected Watershed Areas. Those regulations are in Chapter 4 as well. There is no floodplain located on the property, so the project will not be subject to a FPDP. How long is the crossing? From: Wayne Bell [mailto:WBell@ucsen.com] Sent: Friday, December 09, 2016 1:22 PM To: Susie Morris Subject: Duke Energy - Windy Road Retail Hello Ms. Morris, Thank you for taking the time to review the project and provide any comments on jurisdictional authority Cabarrus County may have. I have attached the GIS map of the parcel — PIN 46834405380000 and I have labeled the proposed crossing location. The motivation for the work is a substandard existing bridge northwest of the proposed location which is not on the owners property. Rather than spend money fixing the bridge which is not on their property, the owner wants to relocate the crossing in the middle of their parcel which connects the interior property with Mooresville Road. Thank you for your assistance.
