We briefly discussed this a month or so back. The issue with this project is that there is a drainage ditch which runs through the middle of the proposed fill area. The Asheville Airport is working with their consultants and the Corps of Engineers (and DENR) to obtain the proper approvals & permits to fill in this ditch with soil. Assuming the Airport is successful in this process, the plan is to place fill soils into the ditch. Above which a geosynthetic clay liner (GCL) will be placed and above which coal ash will be used as fill. A concrete pipe will be installed to carry the stormwater flow that used to flow through the ditch. This pipe will be installed beneath the GCL and ash fill. The reuse permit requires we stay at least 50 feet away from surface waters. Once the Airport has the proper permits to fill in this ditch, will it then no longer be considered surface waters such that ash can be placed over the area that was once a drainage ditch? According to Kevin Barnett, groundwater was actively discharging to the stream at the time of his visit.A petroleum sheen was also observed in the stream at this time. 2) Given #1, what is CO ND view on separation distance if this stream is in a CMP? 3) Also, based on #1 above, they probably could not meet the 2 ft. vertical separation for 'seasonal high water table. There are also issues with the arsenic which I need to look into.
