PROJECT DESCRIPTION The proposed project is located near Supply in Brunswick County off Stone Chimney Road, adjacent to the Lockwoods Folly River. To reach the project area, travel south on US Hwy 17 to the intersection with NC Highway 211 near Supply, NC. Turn left onto NC Hwy 211 and travel approximately 0.3 miles to Stone Chimney Road. Turn right onto Stone Chimney Road and travel approximately 1.3 miles, on the left will be a sign "Doe Creek Subdivision", turn left into the subdivision and take the first right (there are no street signs within the subdivision) and travel to the end of the street and then turn right. Travel to the end of this street and turn left. Travel approximately 0.3 miles and the pavement ends in a cul-de-sac. Travel straight across the cul-de-sac to a dirt road and travel approximately 0.2 miles and the dirt road terminates at the site at the Lockwoods Folly River. The subject property consists of a separate 0.64 acre peninsula shaped parcel that is a part of the Doe Creek Subdivision which is accessed via an easement (Eden Lane Extension) through a portion of the Ruffins River Landing Subdivision which is adjacent to Doe Creek. The subject parcel is bordered to the east and west by 97.4 acres of predominately §404 wetlands (originally owned by Doe Creek) labeled "Donation Area" is now owned by the NC Agricultural Foundation which is a co-applicant for this application, vacant land to the south and the Lockwoods Folly River to the north. The total shoreline frontage for both parcels is approximately 5,200 lineal feet. The highground portion of the 0.64 acre parcel has an elevation range from 0 to 7 feet above normal high water (NHW). The site has historically been used as a boat ramp and is accessed by a gravel/dirt road which leads to the existing shell surfaced boat ramp. Vegetation on the high ground portion of the 0.64 acre parcel consists of grasses, Loblolly Pine (Pinus taeda), Turkey Oak (Quercus laevis), Eastern Red Cedar (Juniperus virginiana) and Saw palmetto (Serena repens). The predominant coastal wetland species in the project area consists of Smooth Cordgrass (Spartina alterniflora), Saw Grass (Cladium spp.) and Giant Cordgrass (Spartina cynoroides). The Corps of Engineers has approved wetland delineation (SAW-2005- 1269) of the site. The Brunswick County Land Use Plans classifies the upland areas of this project as Rural, Conservation. The waters of the Lockwoods Folly River in the vicinity of the project area are classified SC by the NC Division of Water Quality. The Division of Marine Fisheries has designated this area as Primary Nursery Area and it is closed to the harvesting of shellfish. PROPOSED PROJECT The applicant plans to excavate and construct a boat ramp, bulkhead, 2 fixed piers and 2 floating docks. As proposed, the existing boat ramp and a portion of the adjacent high ground area would be excavated to create a boat basin area at the toe of the proposed new ramp which would measure approximately 33' in length by 10' in width and a final depth of -5' @ normal low water (NLW). This would result in the excavation of approximately 10 cu. yds. (197 sq. ft.) of shallow bottom in an area that is designated as PNA. The applicant is also proposing to excavate an area of highground (above NEW) measuring approximately 67' in length by 10' in width sloping down in a final depth of -5' @ NLW at the terminal end for the installation of a new concrete boat ramp (see Sheets 2 & 3 of 7). This would result in the excavation of approximately 210 cu. yds. of high ground material. The excavated material would be placed on the southeast portion of the property in an irregular shaped area measuring approximately 202' in length by 100' in width and contained by a silt fence (see Sheets 1 & 4 of 7). The applicant also proposes a wooden, vinyl or metal bulkhead abutting each side of the ramp for its entire length and extending approximately 31' waterward of the toe of the ramp and would extend approximately 5' waterward of the adjacent bank into the Lockwoods Folly River (see Sheets 2 & 4 of 7). The bulkhead would be stabilized with tie back rods and anchors as required by the Engineer and would not be backfilled. The applicant is also proposing to construct a fixed access pier abutting the east side of the boat ramp which would measure approximately 28' in length by 6' in width which would connect to an access ramp measuring approximately 14' in length by 3' in width extending waterward to a floating dock measuring approximately 20' in length by 6' in width running parallel the shoreline in an easterly direction (see Sheets 2 & 2A of 7). There would be a second fixed access pier Doe Creek Plantation, LLC / NC Agricultural Foundation, Inc Page 3 abutting the western side of the boat ramp which would measure approximately 24' in length by 6' in width that would connect to an access ramp measuring approximately 14' in length by 3' in width extending waterward to a floating dock measuring approximately 20' in length by 6' in width running parallel the shoreline in a westerly direction. The applicant states that the floating docks would be removable and each floating dock would be tied back to 3 pilings which would be installed adjacent to the back. As proposed the floating dock located on the eastern side of the boat ramp would extend approximately 21' into the Lockwoods Folly River and the floating dock located on the western side of the ramp would extend approximately 12'/2' into the river. The application states that the water depths at the waterward edge of the floating docks would be approximately -10'@ NLW and that the floating docks will be used for temporary tie-up use only. The width of the Lockwoods Folly River is approximately 90' at this location and is designated a Federal Channel from bank to bank by the U.S. Army Corps of Engineers. The applicant is not proposing any improvements to the existing gravel/dirt road which leads to the boat ramp area other than the placement of the spoil material. The application does not show an area to be designated for a turn-a-round area for vehicles with trailers. 10. ANTICIPATED IMPACTS A total of 0.48 acres of highground area would be excavated, filled and or disturbed for the construction of the boat ramp and spoil disposal area. The proposed boat ramp basin area would result in the excavation of approximately 197 sq. ft. of shallow bottom which is designated as PNA (however, this area has historically been used as a boat ramp), 140 sq. ft. of §404 wetlands and 772 sq. ft. of highground area (above existing NHW). The proposed access piers and floating docks would incorporate approximately 324 sq. ft. of Estuarine Waters and Public Trust Area and would not exceed 1/a width of the water body. The proposed structures would not encroach into the 15' riparian corridor setback. A short-term increase in turbidity can be expected during construction. Submitted by: Debra D. Wilson Date: March 18, 2009 Office: Wilmington Project Narrative CAMA Major Permit Doe Creek Project Brunswick County, North Carolina Doe Creek Plantation, LLC, NC Agricultural Foundation, Inc., Co-Applicants This CAMA Major Permit Application proposes a boat ramp, two fixed piers, and two removable floating docks to service the Doe Creek Subdivision. The site is located adjacent to the Lockwood Folly River, Brunswick County, North Carolina. The proposed structures are located on a separate 0.64 acre parcel that is accessed by means of an easement. The NC Agricultural Foundation, Inc. is listed as a co-applicant due to the required length of shoreline needed to support the proposed structures. The wetlands surrounding the subject tract, originally owned by Doe Creek Plantation, LLC, were donated to the NC Agricultural Foundation in December, 2005. Waters of the Lockwood Folly River in the vicinity of the subject property are classified as SC-HQW by DWQ and DMF has classified the marshes and bottom areas as Primary Nursery Area (PNA). All floating structures will be located in a minimum depth of -2' Mean Low Water (MLW) and also will be entirely removable due to the Army Corp of Engineers project area for the Lockwood Folly River. The project site has historically been used as a boat ramp and an existing gravel road leads to the ramp. Existing shell fill is present as the ramp surface. The proposed ramp will be excavated out of high ground and the existing ramp will be removed. Vegetation on the 0.64 acre parcel is comprised of native trees, shrubs, and grasses. Soils on the property are mapped by the Natural Resource Conservation Service (MRCS) as Kureb sand (Kr). Stormwater Permit No: SW8 050557 and Sedimentation Erosion Control Permit No. Bruns-2005-324 has been issued for the Doe Creek Subdivision. Lots have been platted and recorded. Roads have been cut in and graveled. Utilities, drainage, and erosion control measures are also completed.
