Restoration completion and compliance is a factor that the Division uses to determine whether to assess civil penalties (fines) for violations. At this point the Division has not determined whether there will be continued action regarding this violation. If you would like to provide a more detailed justification for the requested extension, please do so as soon as possible. Send all suspicious email as an attachment to Report Spam.<mailto:report.spam@nc.gov> Wetland restoration cannot be completed until stream restoration is completed, stream flow directed through culvert, final grading of crossing is stabilized with vegetation and closure of sediment and erosion control devices with NCDEQ (in that order). There have also been other issues outside of weather, including encountering unexpected rock which could likely continue to delay grading for the crossing. I do not anticipate that the above items will be completed until sometime into or maybe even after the summer. I anticipate that the wetland restoration activities will not begin until the fall or after to be in a window of conducive planting timing. I know you will need an exact date, so if we have to provide a date (which is essentially a best guess at this time), then I would say by 10/31/18. Sincerely, Bradley S. I appreciate the hiring of a contractor with stream restoration experience, and the Corps is willing to delay completion as you requested due to the increased chance of restoration success. That said, our previous time extension approval listed stream restoration completion as today, and wetland restoration completion as 4/30/2018. Will wetland restoration still be completed and planted by 4/30/2018. If not please advise as to a new wetland restoration completion date, including justification for the time extension. However, due to their schedule and the recent weather conditions, Riverworks has not yet been able to start the restoration. It appears that they may start the stream restoration within the next month. As such, the applicant would like to request an extension of 6 weeks to May 2, 2018 to complete the stream restoration activities. Please let me know if this will be a problem. Thanks.
