VAN DER VAART Secretary JAY ZIMMERMAN DWR Director DWR (Ginny Baker and regional staff) visited a number of the on-site DOT mitigation projects that are in monitoring or were recently constructed. Questions or concerns regarding some of the sites are listed below. For other sites that were visited (and not listed below) DWR had no questions or concerns at this time. Division 1 Sites visited 8-4647 (Alligator River), does the monitoring report show the most up to date plansheet? Zoil b4Z 4 B-4185 (Hardison Mill Creek) — It was noted (as a commenting agency) that the elevation on this site does not match the adjacent wetland although the plansheets indicated the elevations matched. Parts of the restored wetland appeared to be over 2 feet higher elevation then the adjacent reference wetland. Even six days after tropical storm Hermine this area was still dry. 2 012 1133 Division 2 K-3800 (UT to Maple) — No Type 1 plantings were observed on site although the plansheet calls for them. Please plan to install these. 2 0 13 0 6 y % U -5018A, Harris Mill Run — Please add 10,000 sq ft of buffer to Debit Table for monitoring report. This project had 100' of stream restoration approved without buffer (stream restoration under the bridge and in the bridge maintenance zone), correct? Also what was the bridge maintenance offset, 20 or 30 feet? Zoo 9 0 Z 6 i e-3684, Grimeslard — It did not appear the small section of Enhancement had been planted, if this is the case please remove from debit table. I believe Byron said this was extra credit not needed for the project impacts. 2 0o a 0,55G <"— 'Nothing Compares' State of North Carol me 1 Environmental Quality 1511 Mail Servirre Center Raleigh, North Carolina 27699-161' 919-707-9000 Division 3 R -2303B, NC -24 Improvements Site 1— What was or will be done to enhance the wetlands in sections P42 and P44? They are already forested wetlands, so is hydrology to be improved? Was any hydrology monitoring to be done to show this improvement in the enhancement area? 2 J I Z O Zq b f -4138, UT to Cape Fear—the lower part of UT to Cape Fear has notable bank failure that should be paired. It appears the size of the crossvane may be causing excess bank scour, especially above the hird from last crossvane. The upper part of the stream has spots of instability that could probably be ddressed with some livestakes, these are more minor and less concerning. r2oo q 13 2 D R -2633A, Bishop Rd, Type 1 livestakes should be planted along the stream. There was a short 7-10' rough section in August 2016 noted that the livestakes should stabilize. The preservation areas along the road and in the woods need to be signed before closeout. 200 8 I ► -7 7 R-3324, New Route from NC 211 to NC 87, Wetiand #6, Phragmites has colonized on the SE side of the bridge and should be treated. ?o 12- o -7 1 I U-3462 — Charles Branch —The treatment of Phagmites on the SW side of the wetland was noted. Please continue to monitor and treat as needed. Z Da$ 1177 1. L4 R-2554BB — Mark Edwards Rd —The section of mitigation on the east side of 1-70 needs signage. The culvert was placed 778" above the thalweg of the stream which caused minimal flow through the culvert, plus water has backed up causing some ponding and allowing cattail to establish in the stream bed. 2 00-e e5-2-0 R -2559C -UT -to West Bear Creek (Benton) —The stream is extremely slow moving allowing cattail to flourish, more like a wetland, especially in the lower section. About 40' from the confluence with the mainstem there is a small earthen dam (not clear if this is beaver) which is causing some impoundment and reduction of flow that -should be removed (although the dam may have been washed out by the recent hurricane). Additionally, the entire back side of the site needs signage. Z -6 -0 -r -d -9z_ - Division 5 R -2635C, UT to Reedy Creek, the site looked far more stable after the repairs. Is there a planting plan available? There was a section of the buffer next to the fenced pasture that looked more narrow then the permit plan and the GIS site boundary. Is the GIS boundary the same as the conservation easement boundary? -Z&-67 'IL('TO Division 6 11 BP.R.6.40 - Probably a question for Jim Rercko. The mitigation plan says the site will be seeded with a wetland native seed mix although Jim said it was just mulched. Will the site be planted this winter or was something else agreed on that is different than the plan? Division 7 Is there a plansheet that shows the conservation easement and planting plan available for U -2525B (Greensboro Eastern Loop), R -2413A, (1-73) and U-3615 (Skeet Club Road)? 20 t 3 oy 1 g B-3680, Br #2 over CSX Transportation —The site boundary should be added to the available DOT GIS Ile. Z VI 2 OG�i D Division 8 B-4639 Br#17 over Gum Swamp Creek on US 15/501— It was noted during the site visit that there was a gas line running parallel to the road which bisects Sites 1 and 2. The gas line is not shown on the plan sheet. Please be advised this utility crossing could receive a 50% credit reduction if not approved on the plansheet. Zoofo %lO-i i Division 12 I -3819A,1-40 —1-77 Interchange — Signage is needed on the entire back side where three vehicle encroachments were noted. DWR understands this site will potentially be impacted during Phase II, please keep DWR informed of this process. '7 p ► y U Division 13 R -2519B, Long Branch Sites SA, 6, 7, 9 and Parsnip Branch Site 18, UT to Big Crabtree Creek Site 21, and UT Brushy Creek Sites 25, 30, 33, 35 boundaries should be added to the available DOT GIS file.
