JAY ZIMMERMAN r,���r. �>���.m� DWR (Ginny Baker and regional staf� visited a number of the on-site DOT mitigation projects that are in monitoring or were recently constructed. Questions or concerns regarding some of the sites are listed below. For other sites that were visited (and not listed below) DWR had no questions or concerns at this time. Divisicn 1 Sites visiYed B-4647 (Alligator River), does the monitoring report show the most up to date plansheet? 2��� byZ �1 e-4185 (Hardison Mill Creek) — It was noted (as a commenting agency) that the elevation on this site does not match the adjacent wetland although ttie plansheets indicated the elevations matched. Parts of the restored wetl�nd appeared to be over 2 feet higher elevation then the adjarent reference wetland. Even six days after tropical smrm Hermine this area was stili dry. Z�� i � ii ; 3 Division 2 K-3800 (UT to Maple) — No Type 1 plantings u�ere observed on site a!though the plansheet calls for them. Please plan to instail these. ,_ o I? � �,'-? ' U-SOi8A, Harris Mill Run — Please add 10,000 sq ft of buffer to Debit 7able for monitoring report. This projec± had 100' of stream restoration approved without buffer (stream restorarion under the bridge and in the bridge maintenance zone), correct? Was any h�drology � monitoring to be done to show this improvement in the enhancement area? 2 J� Z o Zy b �� B-4138, l;T Yo Cape Fear —the lower part of UT to i,ape Fear has notable bank failure that should be (� ;� �p repaired. It appears the sizE of the crossvane may be causi�g excess bank scour, especially above the ti�, third from last crossvane. The upper part of the stream has spots of instability that could probably be addressed with some livestakes, these are more minor and iess concerning. �o q � 3� D R-2633A, Bishop Rd, Type 1 livestakes should be planted along the stream. There was a short 7-10' rough section in August 2016 noted that the livestakes should stabilize. The preservation areas along the _.. road and in the woods need to be signed before closeout. 2vo g s► � 7 R-3324, New Route from NC 211 to NC 87, Wetiand #6, Phragmites has colonized on the SE side of the bridge and should be treated. ?� � Z o� 1� U-3462 — Charles Branch — The treatment of Phagmites on the SW side of the wetland was noted. Please continue to monitor and treat as needed. Z �og i l7� J ; ���� R�2554BB — Ma� k Edwards Rd � The section of mitigat�on on the east side of I-70 n2eds signage. The eulvert was placed 7-8" above the thalweg of the stream vvhich caused minimal flow through the r_ulvert, �lus water. has backed up r_ausing some �onding anci allowing cattail to establish in the stream bed. Z �o� �' �S� .- R-2559C-UT-to West Bear �reek (Benton) —The stream is extrem�ly slow moving allowing cattai! to ffourish, more like a wetland, es�ecially in the lovver section. About 4Q' from the canfluence with the mainstem there is a small earthen dam (not clear ifthis is beaver) which is causing some impoundment and reduction of flow that-should be removed (although the dam may have been washed out by the recent iiurricanp). Additionally, the entire back side of the site needs signage. ��d-sz_� Division 5 R-2635C, UT t� Reedy Creek, the site looked far more stable after the repairs. Is there a planting plan available? Ti�ere vuas a section of the buffer next to the fenced pasture that looked more narrow then the permit plan and the �IS site beundary. Is the GIS boundary the same as the conservation easement b�undary? � � 6' �t �{ Zc3 Division 6 Zv-� �1 o rj � � 1iBP.R.6.40 - Probably a question for Jim Rercko. The miiigation plan says the site will be seeded with a wat{and native seed mix although Jim said it was just mulched. Will the site be �lanted this winter or was something eise agreed on that is different than the plan? Division 7 Is there a plansheet that shows the conservation easement and planting plan available for U-2525B (Greensboro Eastern Loop�, R-2a13A, (I-73) and U-3615 (SkeetClub Road)? 2o i3 oy � g 63680, Br #2 over CSX 7ransportation —The site boundary should be added to the available DOT GIS ile. Z �I Z oG�( D Divisio� 8 B-4639 Brtt17 over Gum Swamp Creek on US 15/501— It was noted during the site visit that there was a gas line running parallel to the road which bisects Sites 1 and 2. The gas line is not shown on the plan sheet. Please be advised this utility crossing could receive a 50% credit reduction if not approved on the plansheet. Zoo61b�� Division 12 I-3819A, I-40 — I-77 Interchange — Signage is needed on the entire back side where three vehicle encroachments were noted.
