Explain the purpose of the proposed project: The purpose of the work is to stabilize eroding stream banks, thereby limiting the introduction of excess sediment in the French Broad watershed and reducing the loss of land. A secondary purpose is to improve the aquatic and terrestrial habitats along the project streams. 3e. Describe the overall project in detail, including the type of equipment to be used: These sites were initially identified by the County SWCD during the 2005 Emergency Watershed Protection program and did not get implemented earlier because of scheduling constraints. Equipment likely to be used includes track mounted excavators, bulldozers, dump trucks, pumps and other site work tools typical for this type of project. The designs employ natural channel design techniques. In-stream structures and bioengineering bank measures will be installed concurrently with bank sloping and floodplain bench construction. Erosion and sediment control measures will be employed to minimize the off-site migration of soils. The contractor will be instructed to limit his areas of disturbance to that amount of ground that can be stabilized with seeding and erosion control matting by the end of each workday. Native woody vegetation will be planted during the dormant season following construction. 4. Jurisdictional Determinations 4a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The proposed stabilization work constitutes a positive impact to the ecosystem. The in-stream structures will promote pool formation and increase oxygen input to the creek. Native riparian vegetation (silky willow, silky dogwood, elderberry, doghobble, etc.) will increase shading on the water, reinforce stream banks and help maintain cooler temperatures. Stabilized banks will be less susceptible to erosion, thereby reducing fine sediment input to the systems. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Equipment will be required to work from the banks as much as practicable. Any excess soil generated during earthwork operations will be hauled off-site and disposed out of floodplain areas. The contractor will be required to implement proper construction site best management practices, including limiting disturbance to that amount of area that can be stabilized by the end of each workday. The contractor will also be required to inspect and maintain his equipment in order to prevent any introduction of pollutants to the waters. 2. Review of T&E species in Transylvania County from the USFWS website indicates Appalachian elktoe would be the primary species of interest, but suitable habitat does not exist on the sites.
