The ONWASA-owned wastewater treatment facility (WWTP) at Summerhouse at Everett Bay
(Summerhouse) cannot be operated due to low -flow conditions as currently there are only 19
homes and a community clubhouse that have been constructed in the development. The
recommended minimum flow to start-up and operate the facility, located in Holly Ridge, NC, is
30,000 gallons per day (gpd) of wastewater. It should be noted that ONWASA is working
towards completing upgrades to the WWTP in anticipation of operating the facility in the future.
ONWASA is requesting permission to renew the existing permit to maintain the permitted pump
and haul volume of 8,000 gpd.
The proposed operation will consist of pumping and hauling from existing Summerhouse Pump
Station Nos. 2, 3, and 4 discharging at one of two locations depending on available capacity at
the time. The primary discharge location will be an existing manhole adjacent to the intersection
of Jenkins St. and Crawford St. in the Town of Holly Ridge, NC. From that point, the wastewater
will be conveyed to the Holly Ridge Wastewater Treatment Facility. Due to recent periods of
inclement weather and subsequent increased flows at the Holly Ridge Wastewater Treatment
Facility, ONWASA is requesting to continue to utilize a secondary receiving facility as
necessary.
The secondary discharge location will be an existing manhole on Rolling Ridge Dr. in
Jacksonville, NC, which is upstream of the nearby Hunters Creek Pump Station. The Hunters
Creek Pump Station conveys wastewater to Piney Green Pump Station, which then directs the
flow to French Creek Wastewater Treatment Facility on Camp Lejeune for treatment. ONWASA
has sufficient wastewater allocation at the French Creek Wastewater Treatment Facility to
accommodate the additional flow.

ONWASA is submitting for your review and approval the following information in support of
the application for revision of Pump and Haul Permit No. WQ0036955 for the subject project:
• One (1) original and one (1) copy of the revised Domestic Wastewater Pump and Haul
Application form
• Application fee check in the amount of $810.00 made payable to NCDENR for the fee
required as the flow being requested not to exceed 9,999 gpd.
• Letter of flow acceptance from the ORC of the Holly Ridge Wastewater Treatment
Facility
• Letter of flow acceptance from the ONWASA Collection System ORC
• Copy of Addendum III of the Wastewater Sales Agreement between Camp Lejeune and
ONWASA confirming that ONWASA has 3.5 MGD of allocated wastewater capacity at
the French Creek treatment facility
• Letter from the hauler stating their capability and willingness to perform the pumping and
hauling
• Two (2) sets of Plans (Maps showing the proposed pump and haul routes and Record
Drawing of Summerhouse Pump Station Nos. 2, 3, and 4)
• Two (2) copies of the technical specifications
