Box 1415 Jacksonville, NC 28540-1415 Dear Mr. Farmer: Donald R. van der Wart Secretary July 30, 2015 Subject: Non -Discharge Compliance inspection Report Holly Ridge WWTF Permit No. WQ0019907 Onslow county A compliance inspection of the Holly Ridge Wastewater Treatment Facility -was conducted by Stephanie Garrett and Joanne Steenhuis from the Wilmington Regional Office on July 1.7, 2015. This Inspection was to verify that the facility Is operating In compliance with the conditions and limitations specifled in Permit No. WQ0019907. Staff would like to thank Mr. Allen Rhue for his time and assistance during the site evaluation. The findings and comments noted during this Inspection are provided In the enclosed copy of the "Compliance Inspection Report' for your review. Overall the facility is well operated and Is deemed compliant. However, a primary Issue of concern is the flow rate which is nearing the permitted limits of 260,626 gpd for the wastewater treatment plant and 240,179 gpd for the disposal site. It is noted that the hydraulic capacity of the facility is limited by the disposal site capacity (240,179 gpd), . A review of the average flow records for 2014 (last calendar year) Indicates that the Influent flow (at PP1001) was 232,782 gpd. This is 89% of the facility's hydraulic treatment capacity. However, the hydraulic capacity of the facility is limited by the capadlty of the disposal site. Therefore, In 2014, with a disposal capacity of 240,179 gpd and an influent flow of 232,782 gpd, the facility reached 97% of -its hydraulic capacity. Records for the period from January through May 2015 Indicate that the Influent daily flow was above the treatment permitted flow and above the disposal capacity of the facility (flows ranged from 268,790 to 335.450 gpd), The enclosed table summarizes the flow records and associated hydraullic capacity calculations. Mr. Rhue stated that there are plans to divert some flow to the Summerhouse Plant, hopefully by the end of the year.
