Compliance Evaluation / Pretreatment Inspection Reports
Dear Ms. Knight:
On February 20, 2018, Paul DiMatteo and Jim Gonsiewski of the Winston-Salem
Regional Office conducted a Compliance Evaluation of the Jefferson Wastewater
Treatment System and a Pretreatment Compliance Inspection of the Town's Industrial
Pretreatment Program. Their professional conduct and response to a procedural
question I raised regarding pretreatment sampling was helpful and much appreciated.
This correspondence is intended to address "Required Action" items mentioned in the
Compliance Evaluation Inspection Report.
At the time of the inspection, the plant's influent and effluent composite samplers were
not functioning properly. On February 21, 2018, the electrical supply line and conduit
along with the cable furnishing a 4-20 milli amp signal between the effluent sampler
and effluent flow meter were replaced using new materials. The sampler is now
operating satisfactorily in a flow-proportional mode. On March 5, 2018 our influent
sampler was returned to us from ISCO. Repairs were completed that now allow
accurate sample volumes to be collected matching the information programmed into
the PLC. The influent sampler is functioning properly in the permitted headworks
location of the plant. It is understood that future malfunctions to samplers which may
affect the accuracy of submitted data should be reported to the Division as they occur.

The inspection report included a procedure for the calibration of laboratory
thermometers. That procedure has been implemented using an NIST thermometer.
That information is being entered into the laboratory log.
The "Action Item" listed in the Pretreatment Compliance Inspection Report was in
regard to the annual Pretreatment Program Annual Report due on March 1, 2018. That
report was mailed to the PERCS Unit on February 23, 2018.
While the items were not included in the Pretreatment Compliance Inspection Report,
it is worth mentioning that the updated Headworks Short Term Monitoring Plan due on
May 1, 2018 has been completed and mailed to the PERCS Unit and the Headworks
Analysis (HWA) revisions request made necessary by the renewal of NPDES Permit
NC0021709 will be furnished to Michael Whittenburg at McGill Associates. This revision
has a deadline of August 1, 2018.
